· (:.~ 4/17/79 <br /> <br /> Planning & Zoning <br /> City of Ramsey <br /> County of Anoka <br /> State of Minnesota <br /> <br />Pursuant to due call and notice thereof, the·Ramsey·.City Planning & Zoning <br />Conrnission held a Public Hearing on April 17, 1979 at the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. <br /> <br />Chairman Ken Peterson called the Public He_ar~ng. to order at 7:30 p.m. with <br />the following in attendance: <br /> <br />Ken Peterson <br />Kathy Schneider <br />Art- Dunn <br /> <br />Chairman Ken Peterson explained that the purpose of the Public Hearing was <br />to present the policies of the 'Critical 'Rivers'Plan, and to review them <br />with concerned citizens. Mr..Peterson explained that these policies hav~ <br />been part of. the plan which has been worked 'on for the past year by Mr. <br />lqarston, Council, Park & Recreation, and the Planning & Zoning. Commission.. <br />Mr. Peterson also explained that ordinances would be adopted reflecting <br />the final policies, and asked Mr. Marston to go over the policies. <br /> <br />Mr. Marston briefly explained to those present for the first time the <br />reasons behind developing a Critical Rivers Plan, and began by reviewing <br />the environmental policies. <br /> <br />Also present: William Goodrich <br /> Lloyd Schnelle, City Adm. <br /> <br /> Mr. Art Dunn asked that policy #8 refer.ring to systems meeting or exceeding <br /> WPC-40 standards, also include language ·regarding construction as well as <br /> design. ' <br /> <br /> Mr. Craig Woods 6f 14610 Bowers Drive asked about State help with replace- <br /> ment of trees, and Mr. Marston stated that our policy should request that <br /> the State consider reforestation of our area in their program. <br /> <br /> %_ <br /> Mr. Kuss of Bowers Drive asked if the map showing the flood' plain area was. <br /> available, and Mr. Goodrich stated that they should be available soon. <br /> <br /> Mr. Jim Martin,.a owner of property in the Critical Rivers area, stated that <br /> in regards to policy #lO of the Land Use Policies he was opposed to reducing <br /> exis,ting commercial and industrial zoned land south of Hwy #10. <br /> Mr. Art Bulow also stated that he 'has fought in the past tO keep his'land ' ' ' ' <br /> zoned commercial, and asked if he would have to do this again. <br /> It was pointed out that the property would devaluate if "down zoh~d" and <br /> the question was~ asked who would pay for this, · ; ;~.: :..-,.]'-',.' . <br /> · .' -.'. ' :.... ].. .' <br />'Mr. 'Joe Senty'rz stated that many people purchased' land with the understanding <br />"it Would remain commercial or-.industrial for the-intent of investments, and .'-' <br /> this would cause a hardship, ,-_ .~ .~.:.f. ~.~..~.- . :. ;..: .... :~ ..:. .- .-. _-. <br /> Mr. Marti~ s.uggested that the wording of the policy be amend'ed from should <br /> to sh~ll, and Mr.- Dunn stated that i¢ would mean having to deal equitab];j/ly <br /> with individual cases and would pose too difficult of a problem.'
