5/7/79 <br /> <br /> Planning ~ Zoning <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Planning ~ Zoning <br />Commission held a Public Hearing on May 7, 1979 at the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. <br /> <br />Chairman Ken Peterson called the Public Hearing to order at 8:00 p.m. with the <br />following in attendance: <br /> <br />Ken Peterson <br />Kathy Schneider <br />Art Dunn <br />Gerry Zimmerman <br /> <br />John Hubbard <br />Ben Deemer <br />Ron West <br /> <br />Also present: <br /> <br />Lloyd Schnelle, City Adm. <br />Peter Raatikka, City eng. <br /> <br />Chairman Ken Peterson explained that this was a Public Hearing to discuss and <br />receive input regarding' Pondvale PrellminaryPlat.' <br /> <br />Mr. Marv Kytonen, President of the'Development Co. was present to-answer questions.' <br />Darrell Simonson, 5545 152nd Avenue N.W. stated that he felt construction in <br />the area has already lowered the water table causing several new wells in the <br />area, and asked who would be responisble for new wells if needed due to this <br />development? <br /> <br />Mr. Kytonen explained that it is their intention to only dredge the ponding <br />area to improve it. <br /> <br />Mr. Pelke, 5566 152nd Avenue N.W. asked if trees would be removed, and expressed <br />concern for the wildlife in the pond. <br /> <br />Mr. Lehn, 5~60 151st N.W. inquired if thedredging would affect his pond which <br />is adjacant to the parcel, and questioned_building at all on such low lots which <br />a high water table. Mr. Kytonen stated that it shouldn't'affect Mr. Lehn's pond, <br />and that they would have large lots. <br /> <br />Ken Peterson explained that the City does have a building code which will have <br />to be followed before permits would be issued. <br /> <br />Art Dunn asked if the lots adjacant to the swamp would be held until S & W <br />were available, and Mr. Kytonen stated that he thinks with fill some would be <br />buildable. <br /> <br />The question was raised regarding accesses and if they could utitlize a sand <br />road without bringing it up to grade, and Ken Peterson stated that it is al- <br />ready being done in other plats. Mr. Deemer stated that in his opinion, <br />not many would use the sand road when a blacktopped one was available. <br /> <br />It was explained that even though resubdivision could create 54 lots, 19 <br />would only be buildable at this time. <br /> <br />Public Hearing closed 8:15 p.m. <br /> <br />Respectfully submitted, <br /> <br />Katb] een Schneider <br /> <br /> <br />
