Arthur St; Hilalre <br />Mr. Hilaire wished a Special use permit to repair cars in a residential <br />garage at 15428 Nowthen Blvd. Mr. Hilaire Stated'that if the only concern <br />of the neighbors was visibility of the site, he would be building a two or <br />three car garage elsewhere on'the'property and would be working on mostly <br />current models with an occasional older'wrecked car. Mr. St. Hilaire <br />stated that he didn't want to force anything on'anyone, but that he has <br />never had complaints fromhls present neighbors. It was pointed out to <br />Mr. St. Hilaire that he would have neighbors just as close here as he does at <br />his present location. <br /> <br />Ken Peterson asked for commission comment, and Mr. Dunn stated that he feels <br />the City has enough of this type ofbusiness in residential areas, and they <br />have found out that granting c.u.p, just doesn't work citing an example <br />on Hematite Street which has caused concern to the City. Kathy Schneider <br />stated that it would be too'hard to Set conditions which would cover all the <br />possible problems which could arise. <br />MotiQn by Art Dunn, seconded by Gerry Zimmerman to ~ecommend to the. City Council <br />to deny the request of'Mr. St. Hilaire for a'C. U. P. at 15428 Nowthen Blvd. <br />due to the foliowing findings of' fact: <br />1.) The area is currently zoned R-1. <br />2,) The parcel involved'is extremely open and exposed to the adjacent property <br /> owners view' without natumal screening and artifical screening would detract <br /> from the area. <br />3.) According to Mr. St. Hilaire there is noticeable noise and long hours. <br /> Motion carried 7-0. <br /> <br />Item #4 William Pmoft - Home Occupation Permit Discussion <br /> <br />Mr. Proft was present to ask the Commissions feelings on his request for <br />a special use permit to operate a one man sign business out ora garage <br />on Hwy #10 (8964) . Mr. Proft was advised to request a Public Hearing if <br />he desired to proceed and if possible have pictures of present site and <br />any information regarding present neighbors additude. <br /> <br />Item #5. EdKlemish Proposed'subdivision <br />Mr. Klemish was present ~i%h a revised sketch plan of a proposed development <br />Adjacent to Shady Lawn Estates on the North. Mr. Richard Cich, 6440 170th N.W <br />stated that he was opposed to Mr. Klemish not meeting the 2.5 acre lot size <br />requirement and that he didn't feel their roads could handle the extra traffic. <br />Ken Peterson stated that this was not a Public Hearing and that now Mr. Klemish <br />would be aware of their concerns. <br /> <br />Kathy Schneider stated that this was not close enough to the P & Z Commissions <br />original recommendation of considering lots that were close to the 2.5 acre <br />requirement. Mr. Jeff Caine stated That this sketch was close to what the <br />Council had recommended. Peter Raatikka stated that the Council had told <br />Mm. Klemish that they would like to see total density of 2.5 acres. <br /> <br />Mr. Art Dunn questioned who came up with the 2.5 acre density factor for this <br />plat pointing out that the developers of Tierra Estates would probably have <br />benefitted from the same and where does the Commission draw the line. <br /> <br />Mm. Klemish replied that this was a special situation since the City wanted <br />park land along the brook. Gerry Zimmerman stated that if we give a variance <br />in this case, we will be hard pressed to turn others down. <br /> <br /> <br />
