The Metro Council <br />has tried to contain population in the MUSA area, the Land Planning Act is <br />intended to be good, but side affects are things they didn't consider. <br />Bias in Legislative bureau tried to control population within the MUSA but <br />they can't control people. <br /> <br />Councilman Cox asked why the City should get screwed because it can't get <br />its fair share of aid. <br /> <br />Mr. Scherer said that is the way it is set up, they felt it best to keep <br />the money and population down out here, if people want to move out here they <br />are free to do so, but they will have to pay the price for it. <br /> <br />Councilman Cox stated that the inner tier suburbs and out-state communities <br />public improvements have already been paid for through various types of <br />programs in past years, therefore those cities are able' to bank monies they <br />receive from State Aid and tax levies;three years.in advance. Whereas, outer <br />tier suburbs are faced with all these costs now and none of the-assistance <br />these conTnunities-had. The.State~should~rev~ew-theseCities budgets_and their · <br />financial statements as currently-the State is only reviewing~financial statements <br />from these Cities and do not realize how the money is actually being spent <br />and this could be alleviated by having all Cities within the State of Minnesota <br />submit their budgets-'for review. As for an-example, the City of Montevideo <br />receives $395,781 in State Local Aid, (their population is 5,745 for computing <br />Local State Aids), the City of Ramsey receives $113,953 in State Aid, the <br />State population used for Ramsey was 5,453. <br /> <br />Question: Why the vast difference in monies, however, Ramsey has 3, 117 <br />people that the State refuses to count due to their population formula. <br />are the inequities that upset the City of Ramsey. <br /> <br />These <br /> <br />Mr. Scherer said he would;go before the Metro Council for the City but not <br />another agency. He will tell the City why its there and why its done but will <br />not go and try and change legislation. <br /> <br />Administrator Schnelle said in order for the City to meet the planning requirements <br />the State Aid goes hand in hand. On a percentage basis our percent is greater <br />because of the administration time, engineering, field work and other costs that <br />go into it, this percentage goes up to 50 percent or more. <br /> <br />Councilman Cox said far worse, we need planning more than other areas, but cost <br />percentage is much greater than our budget. <br /> <br />Mayor Gamec said with the planning cost that is involved in Critical River, <br />$18,000 the City pays $5,000, it is a big percentage to pay. There sho~]!dbe <br />someway to show our comnunity has greater need toward that planning and until <br />we can get a better share of the planningmoney, we cantt afford to do anymore <br />planning. <br /> <br />Mr. Scherer said he would see what he could do in this regamd. He added that <br />the City is guaranteed by the Constitution to get legislation to have the laws <br />changed. Ramsey should unite with the 32 other communities, there is strength <br />in numbers and there are 32 legislators. <br /> <br /> <br />
