110.0318 CO~,~IqI~RCIA1, KENNELS <br /> <br /> 1. Commercial kennels shall remain under the licensing and <br />inspection of the Minnesota Livestock Sanitary Board and the Minnesota <br />ttumane Society, but must conform with all of the requirements of the <br />Ramsey City Zoning and Planning Chapter plus all sections of this chap- <br />ter unless otherwise stated. <br /> <br />110.0319 PRIVATE KENNELS <br /> <br /> 1. A conditional use permit is required for p~ivate kennels <br />where more than two (2) dogs are kept. A conditional use permit appli-. <br />cation must be obtained from the Ramsey City Clerk and presented to the <br />Ramsey Planning and Zoning Commission and the city council for reviewal <br />and action pursuant to Chapter 170.016 of the city's zoning chapter <br />before approval of the conditional use permit. Such application shall <br />contain the following. <br /> <br />a. Name and address of proposed private kennel. <br />b. The maximum number of animals to be kept on the <br /> premises. <br />c. Statement as to whether the animals will be-kept <br /> primarily within the home or buildi-ng of residence <br /> or outside in a separate structure. <br />d. Location and distance (in feet) of all existing or <br /> proposed kennel structures in relation to abutting <br /> property. <br />e. A listing of the type of fencing and construction <br /> of kennel (if applicable). <br />f. A statement regarding the proposed method to be used <br /> to keep the premises in a sanitary condition. <br />g. A list of the names and addr-esses of all neighbors <br /> within 350 feet of the proposed kennel. <br />h. An agreement by the applicant that the premises may <br /> be inspected by the Ramsey Zoning Officer at any <br /> reasonable time. <br /> <br /> 2. The Ramsey City Council shall have the discretion whether <br />to issue such a permit or not. In making such determination, the coun- <br />cil shall take into consideration the adequacy of housing and runs for <br />the animals, the methods used for sanitation and to maintain quiet, <br />facilities for containing the animals and whether or not there have <br />been numerous previous violations of this chapter by the owner. <br /> <br /> 3. If a permit is granted and the applicant thereafter fails <br />to comply with the statements made in the application or continuously <br />violates other provisions of this chapter, the permit holder shall be <br />notified by the zoning officer and given ten (10) days to remedy any <br />defaults or defects. If such conditions are not remedied within the <br />ten (lO) days, a hearing shall be held by the city council to determine <br />whether the permit shall be revoked. Such hearing shall be held after <br />at least ten (10) days mailed notice to the permit holder. If it shall <br />appear that said kennel is not being properly maintained, th~ council <br />may revoke the kennel permit and the owner must immediately adjust the <br />number of animals kept on the premises to that stated previously in <br />this section. <br /> <br /> <br />
