P12 <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Jeffrey, to close the public hearing. <br /> <br />Motion cart/ed. Voting Yes: Chairperson Nixt, Cormnissioners Jeffrey, Brauer, Van Scoy and <br />Watson. Voting No: None. Absent: Commissioners Johnson and Shepherd. <br /> <br />The public hearing was closed at 8:32 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Cornmission back to order at 8:32 <br />p.m. <br /> <br />Commissioner Van Scoy inquired about the structures on the property in relation to being <br />tempora~ agricultural buildings. <br /> <br />Assistant Con-nnunity Developrnent DirectOr Tmdgeon reviewed the location and structure of the <br />buildings. He noted there are concrete paths between some of the greenhouses. <br /> <br />Commissioner Van Scoy inquired about the concrete on the site. <br /> <br />Mr. Rowe explained there is a concrete slab in some of the ~'eenhouses to stop weeds from <br />Mowing and to eliminate muck, water build up, and bugs. The concrete is just a floating slab, <br />and is only about two inches thick. <br /> <br />Commissioner Van Scoy questioned if the structures are considered agricultural. <br /> <br />Mr. Rowe replied the buildings are for an ag'ricultural use. <br /> <br />Commissioner Van Scoy asked how long the property has been treated as temporary a~mScultural. <br /> <br />Assistaint Community Development Director Trudgeon replied it has been treated as temporary <br />a~icultural since 1977. <br /> <br />Commissioner Brauer commented if they look at the big picture the expansion has been <br />incremental over time. At some t/me they have to took at this entire thing. <br /> <br />Chair Nixt stated before any further expansion can be allowed it needs to be determined if there <br />are any material code violations. With any further expansion beyond the 30,000 square feet this <br />must be brought into compliance with code. <br /> <br />Assistant Community Development Director Trudgeon indicated the appropriate discussions for <br />this property need to happen without the pressure of timing. <br /> <br />Chairperson Nixt inl-brrned the applicant he knows he runs a good operation but the conditional <br />use permit runs with the land and they do not know who will have the land next. <br /> <br />Mr. Rowe replied inquired about the 35 percent cap. <br /> <br /> Planning Commission/August 5, 2004 <br /> Page 12 of 40 <br /> <br /> <br />
