Associate Planner Geisler advised the plat proposes to gain access through a private access off of
Ramsey Blvd. As was discussed at the July 1~t and July 12th Planning Commission meetings,
staff received some initial comments from Anoka County that indicated the County would not
permit any additional access onto Ramsey Blvd. She noted yesterday staff received formal
comments from the county restating the infm-mational comments received earlier that there will
be no additional access granted onto Ramsey Boulevard. Due to this City Staff is recommending
that 148th Avenue be connected to Ramsey Boulevard.

Assistant Community Development Director Trudgeon explained staff has been trying to discuss
this with the county about the possibility of the single access, which makes more sense to them
than construeti'ng a whole new road t~'ough there. The county has not responded. The single
access being proposed would line up with 147~t~ Avenue and would make sense from a traffic
safety standpoint a new 148th Avenue access road would lead to more traffic entering Ramsey
Boulevard at that location for the mini storage units or the residential units to the east. Staff
thinks there is some validity to looking at a single access, but has been unable to resolve it with
the county. If the county will not allow the single access the City wouldhave to provide some
access, which would be through 148tl, Avenue.

Cmm'nissic;ner Van Scoy suggested 148th Avenue be ½ block long and stubbed in' from Ramsey
Boulevard, rather than going all the way into the residential neighborhood.

Assistant Community Development l~irector Trudgeon replied that is possible with the road
ending in a cul-de-sac.

Chairperson Nixt noted the preliminary plat contemplates access off of Ramsey Boulevard. He
inquired if the approval could be made contingent on the appropriate approval by the county.

Assistant Community Development Director Trudgeon explained if the access were to be ~anted
this plat would be fine. However, if the county will not allow a single access staffneeds to know
if right-of-way should be required. The question is if the plat should be approved as it is with the
applicant to deal with the county, or if the right-of-way should be dedicated all the way to
Ramsey Boulevard. Staff has'recommended in light of What the county is sayin~ they need to
de&cate that right-of-way. He noted there were some neighbors concerned about 148 Avenue
going tlm'ough that residential neighborhood.

Commissioner Brauer questioned what the county will allow for access.

Associate Planner Geisler replied the letter from the county indicates they will allow access
tt~rough the neighborhood. The county also states that the parcel onthe northwest comer of
CR116 and Ramsey Boulevard will also need to gain access through the neighborhood at 148th
Avenue at some time in the future should it develop.

Chairperson Nixt questioned what has happened to the access fights.

P14

Assistant Community Development Director Trudgeon replied the rights still exist, but the
county is referring to future development of that parcel.

Planning Commission/August 5, 2004
