Mayor Gamcc requested the Councilmembers discuss what areas they think the City is lacking in <br />with the budget. <br /> <br />The Councihncmbers expressed interest in the following areas of the budget: <br /> <br />· Police Department <br /> o Officers and an Investigator <br /> o Mayor Gamec noted the Council had previously discussed the possibility of hiring <br /> an additional Police Officer in July of this year. <br />· Public Works Department <br /> o The possibility of splitting the Public Works Department and the Park Department <br />· Fire Department- Code Enforcement <br />· Building Inspections <br />· Community Development <br />· Parks <br />· An employee to work with communications with the City newsletter <br />· City Hall <br />· Roads <br />· ]l'ltorl~S <br />· Clcrical staff for the Public Works Department <br /> <br />City Administrator Norman indicated staff would like to have a discussion soon regarding the <br />creation of the HRA. They may look at a reorganization of sorts that could involve Community <br />Development Director Frolik and Assistant Community Development Director Trudgeon. The <br />Finance Department will also be addressed in the budget, with the GASB requirements. There <br />will be pressures by Town Center, especially in building inspections, and there will also be an <br />effect on engineering as well. There are also pressures on the Human Resources Department and <br />there may be another request for an HR Tech position. <br /> <br />Mayor Gamcc inquired about the coverage at the front office. <br /> <br />Assistant City Administrator Nelson replied one of the receptionists also works in the Building <br />Departlnent. The Building Department is very busy and it is difficult to ask that individual to <br />leave that depamnent to work at the front desk. This has made them short on help to greet <br />people and answer the phone. <br /> <br />Assistant City Ad~ninistrator Nelson explained the general cleaning and maintenance of the <br />municipal facilities including City Hall, the Police Department, Public Works, Fire Station No. 1 <br />and Central Park, is currently performed by members of staff. The Building Maintenance staff is <br />comprised of 1.5 FTE, one full-time Senior Building Maintenance Worker and one part-time <br />Building Maintenance Worker. In addition to the general cleaning and maintenance duties <br />performcd by these members of staff, they also perform a myriad of other things and the general <br />cleaning falls offthe burner. In a review of past correspondence regarding the maintenance of <br />municipal facilities, there have been periodic discussions regarding contracting with an outside <br />firm to perform the general cleaning of the main facilities, including City Hall, the Police <br /> <br />City Council Work Session/July 20, 2004 <br /> Page 2 of 4 <br /> <br /> <br />
