Both times the police patrolled the area there were citations issued to people
living in that area. It was suggested the neighborhood meet and talk about the
problem among themselves.

C. Waterman said that the problem began when 154th Lane was opened. When it was
a dead-end, they did not have as big of a problem. She noted that people didn't
realize that the street would be opened up and a lot of people are mad and are
selling because of it.

Many visitors to the area think it is still a 50 MPH limit like Armstrong Blvd.
She feels putting a stop sign half way between would slow down traffic. And,
regarding the people policing the area themselves, she feels it is asking an
awful lot to take down the license number, mak~model, year, identify the driver
and then come down to the City and make positive identification.

Councilman Cox said he is concerned about the concentration of the traffic since
this area is no longer a dead end. He feels there should be something on 154th
Lane.

Motion by Councilman Co~, seconded by Councilman Reimann to request that the Street
Department put up 30 MPH speed signs and look at a possible stop sign and submit
a recommendation at Kangaroo and 154th or Jackel and 154th Lane thereof.
Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann and
sorteb~rg~ Voting no: None.

COUNCIL OLD BUSINESS
ACCESSORY BUILDING REQUEST OF STANLEY BROWNING

Mr. Browning appeared before Council and said he wants to build an accessory
building at his residence, 8231 158th Avenue N.W.

Mayor Gamec informed Mr. Browning that he was asked to appear before CoUncil
due to complaints from people in the neighborhood. He noted that a letter had
been sent to him regarding junk autos.

Councilman Cox said everytime there is a complaint of this nature, it has
involved several hours of administrative time to go out and address the situation.
This is a residentially zoned area and doesn't permit this type of activity. ~
Therefore, this should be denied.

Mr. Browning said he admits that he has done some work on cars but can't say
he has a business. Other people out there are doing work, one guy just moved
out there and is doing body work in his yard why isn't he getting complaints?

Mayor Gamec explained that Mr. Browning could construct an accessory building
but that he doesn't have the zoning that allows him to conduct an auto repair~
or junk business.

Mr. Browning said he was Under the impression that accessory buildings were
classed as such based on whether it had a floor.

Motion by Councilman Cox and seconded by CoUncilman Reimann to deny the request
of Mr. Browning for construction of an accessory building because of all the
staff time involved in answering to complaints and if it continues to be an unsitely
operation, that it will be forwarded.onto the City Attorney for legal action.

-4-
Regular City Council Meeting
6/11/79
