A discussion was held as to the different type of airport classifications
used in the State.

Councilman Cox inquired what their Agency's relationship is in conjunction
with the Metro Council as to what type of airport classification should be
given to Ramsey.

Mr. Fortman replied that the Metro Council is a designated planning agent
for the seven county metropolitan area and they work with the Metro Council
and the two plans,':State Aeronautical Division and Metro Council have to
coordinate.

Councilman Cox said it would first have to be determined if there is
agreement between their department and the Metro Council.

Mr. Fortman replied that they know there is a demand for the airport in
Ramsey but to what extent and how sophisticated it should be is questionable.

Councilman Cox expressed conhern that some positive action be taken as soon
as possible as far as the airport site relocation so that the planning can
be accomplished before there are a lot of houses and development in the
area that could be chosen.

Mr. Fortman stated that the City would have to hire a consultant to do the
study and they would offer their committees and assistance

Mayor Gamec inquired about grant money available.

Mr. Fortman replied that there is funding by the State for a study of this
type where they' pay 2/3 and the City pays 1/3, land acquisition woUld be
eligible for reimbursement also by Federal grants up to 90 perCent.

Mayor Gamec asked if the Metro Council Airport Search Study Committee is
looking at this north area for extension of the metro airport.

Mr. Fortman replied that their last addition to the aviation chapter a year
ago refers to Western Hennepin County and Dakota County based'onwhat they
foresee as demand centers. They don't see' replacing the RamseYprivate airport
with a municipal at the Present time but it could be possible in the future, this
is something that would have to be reviewed periodically.

Councilman Cox asked if they thought the City should go ahead with their
proposed airport expansion.

Mr. Foreman said he thought the City should look at a basic utility airport
paved and lighted, with larger approach area, and one runway, and plan for
future runway extensions. Their eXPerience has been'that airports don't
pop up overnight and as people Use it, it will grow. The City should use
responsible Planning and be' able to show justification.

Councilman Cox asked if they felt the City was moving in the right direction.

Mr. Fortman replied, Yes, the airport has to be publicly owned to get State
or Federal funding. The City should narrow down their site Selection and
not be studying a lot of different locations and it woUld have to fit existing
land use.

SPECIAL ME~.TING
September 10, 1979
Poge 2
