PUBLIC HEARING
CITY OF RAMSBY PLANNING & ZONING COk~ISSION
ANOKA COUNTY
STATE OF MINNESOTA

Pursuant to due call and notice thereof, the City of Ramsey's Planning &
Zoning Commission held a public hearing on September' 18, 1979, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota
55303.

Members Present:

Chairman Ken Peterson
Ben Deemer
John Hubbard
Ron West
Gerald Zimmerman

ChaiPman Peterson called the public hearing to order at 7:23 P.M. and
armounced the purpose Of the hearing is to consider a request of Mr.
Albert Swen to gain access to a landlocked parcel in order' to convey
the land (for sale of real estate)'. Property involved: NW 1/4 of SE 1/4
of Section 5, TownShip 32, Range 25, subject to Rural Coop Power Association.

Mr. Swen appeared before the Commission and explained his proposal.
He is seeking access to his parcel (7800) of 40 acres through Outlot A
in Deerwood Addition so that he Can sell it. He said he has had the
property surveyed and plans to have a 66 foot road easement with 33 feet
being sold to the party who buys parcel 7800 and 33 feet being kept by
himself as part of parcel 8400 (his homestead).

Chairman Peterson informed Mr. Swen that the access road would have to
be brought up to City standards and that no building permits could be
issued on this property unless a variance could be obtained due to the
fact that the property would not meet ordinance requirements of 300 feet frontage
on a public road.

Mr. Swen commented that Gibbons Street is just gravel and he questioned what
type of road he would have to install.

Chairman Peterson said it may be possible that he could get a variance on
blacktopping, but he would have to appeal to the Council for this type of
request.

Mr. Steve Nasby, 7657 166thAvenue, was present and stated that he is
considering purchasing this property and that .,kfhe okies he would want to
build on it about October' of this year.

Mr. Roger Jacobson, 17623 Marmoset Street, appeared before the Commission
to seek information as to how the filling in of th~land necessary to make
a useable road would affect the drainage in the area.

PUBLIC HEARING
P 8 Z
9/18/79
