Councilmember Williams introduced the following resolution and moved for its adoption: <br /> RESOLUTION #16-12-242 <br /> RESOLUTION ORDERING PREPARATION OF FEASIBILITY REPORT FOR <br /> IMPROVEMENT PROJECT #17-02; 2017 MILL AND OVERLAY IMPROVEMENTS <br /> WHEREAS, the City of Ramsey proposes to mill and overlay segments of 1471h Lane, <br /> 148'h Avenue, Xkimo Street, and Yakima Street in the Rivers Bend residential development as <br /> part of the 2017 Street Maintenance Program for the purpose of maintaining these streets as cost- <br /> effectively as possible; and <br /> WHEREAS, the City of Ramsey proposes to assess all benefiting properties for 25- <br /> percent of the cost of the improvements, pursuant to Minnesota Statutes Chapter 429, the City <br /> Charter, and the City's adopted Special Assessments Policy. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> 1) That the proposed improvements, designated as Improvement Project 417-02, be referred <br /> to the City Engineer for study and that the City Engineer is instructed to report to the <br /> Council with all convenient speed advising the Council in a preliminary way as to <br /> whether the proposed improvements are necessary, cost-effective, and feasible; whether <br /> they should best be made as proposed or in conjunction with some other improvement; <br /> the estimated cost of the improvements as recommended; and a description of the <br /> methodology used to calculate individual assessments for affected parcels. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> Kuzma, and upon vote being taken thereon, the following voted in favor thereof: <br /> Mayor Strommen <br /> Councilmember Williams <br /> Councilmember Kuzma <br /> Councilmember Johns <br /> Councilmember Riley <br /> Councilmember Shryock <br /> and the following voted against the same: <br /> None <br /> and the following abstained: <br /> None <br />
