PUBLIC HEARING CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA Pursuant to due call and notice thereof the Ramsey City Council held a public hearing at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303on October 9, 1979. b~JT~ers Present: Mayor Gamec Councilman Cox Counc ii, nan Micke 1 son Councilman Re imann Councilman Sorteberg Also Present: Adm. Goodrich Mayor Gamec called the hearing to order at 8:09 P.M. and explained the purpose of the hearing is to consider and review the Assessment for- JASPAR, IRONSTONE, 159TH LANE, 160TH LANE, 161ST LANE, 162ND LANE street improvemen and that the assessment is being moved up to save on interest costs. The project is complete except for restoration of ditches, repair of corners, etc. He added that O~ t60th a driveway will be b]acktOpped by the City because of the drainage problems which the project created. He explained the City's driveway connecting policy and that concrete aprons are disallowed unless they have an expansion strip installed in case there is ever a need to remove it. Engineer Raatikka reviewed the project and the cost summary. Mayor Gamec said there is a performance bond.issued onthe streets so that any problems occurring are covered by the.contractor and are repaired. A citizen on 151st Lane, asked if there arePany~parcels~in this project· which will be assessed double. Mayor Gamec said basically the reason for the joining of the areas was to avoid this and there are none. Joe McCarty, Jaspar and 162nd Lane, reported that the street project has created a drainage problem and the culvert which will be draining north and that his driveway would eventually be washed away. Engineer Raatikka replied that any driveway culverts that are required are the responsibility of the homeowner and the reason for the culvert was because of the standing water on the south side of that intersection. Mr. McCarty said that the City has put in driveways where the project has created drainage problems. There are three driveways on 161st that would be washed out because of the road coming in. The culvert on 162nd is causing run off from one side of the street to the other. Engineer Raatikka said it will keep from washing out the intersection and there will be a longer distance for-bhe water to seep also.
