Councilman Cox questioned if this is the right time to hire an engineer. <br /> <br />Councilman Mickelson stated that having an engineer on staff, he would take <br />care of all local engineering in addition to improvement projects. And, on <br />projects, consulting firms charge whatever rate they want to. <br /> <br />Administrator Schnelle explained levy limitations and that the City would be <br />under levy limitations in 1982 and keeping the millrate 10w could be the <br />wrong move in face of it. The state aid per capita is also affected, the <br />lower the millrate means lower state aid, instead of $,8,000 we could be <br />gettJ ng $24,000. <br /> <br />Codicil_man Cox feels with the economy the way it is, we are better off <br />holding off hiring an ~in-house engineer. <br /> <br />Councilman M~ckelson said he also would like to see the millrate remain the <br />same but when the City is adding services, streets, etc., they have increased <br />operating costs and in light of it there is no way to keep the millrate the <br />sa~. This may be the best time to add the engineer on staff, however, he feels <br />the amount budgeted for engineering can be cut by showning some revenue coming <br />in. <br /> <br />Councilman Sorteberg said that this past summer he thought it was a good idea <br />to hire an engineer but agrees with Councilman Mickelson that some revenue <br />should be indicated. <br /> <br />Consensus is to show $20,000 as a revenue in engineering. <br /> <br />Councilman Mickelson said he feels that park projects should go out to <br />a vote in the community. <br /> <br />Councilman Reimann said the County should give the area money for a sports <br />arena because they have the ability to get reimbursements for projects of <br />this nature from Congressman Oberstar. <br /> <br />Councilman Cox brought up the Raudio land issue and the Mr. Raudio may be <br />interested in giving the City some land so he can get a tax write off, but <br />he feels this is something that the Park & Recreation Commission should research. <br /> <br />Consensus of the Council is that they are willing to take a land donation from <br />Mr. Raudio if something can be arranged. <br /> <br />Mayor Game c reported that he sent a memo to the Park & Recreation Commission <br />regarding the status of City parks and the members are to report on this <br />issue at their next meeting. <br /> <br />Council commended City Accountant Jeanne Moen for the outstanding job she has <br />done in preparing the line item budget for this year. It was noted that with <br />the line item budget, it has made it much easier for Council to review the budget. <br />needs, revenues, and expenditures. <br /> <br />Regarding Revenue Sharing, it is the Budget Committee's recommendation to put <br />Revenue Sharing monies back into the budget showning it to be used toward the <br />Police Department and a new loader for the Street Department. <br /> <br />Special Council Meeting <br />October 29, 1979 <br />Page 4 <br /> <br /> <br />
