The Commission indicated that they are concerned about the future use of
the building if it should be sold in the future to another company.

Ron West stated that the main concern is that the footings and foundation be
put in so that the building will not sag.

Chairman Peterson suggested waiving the concrete floor requirement and
having frost footings and foundation installed.

Art Dunn expressed concern that the Commission would be swaying from its
original conviction that they would require Type IV n - as indicated
in the U.B.C.

Ben Deemer said he definitely wants to see footings and foundation.

The exterior of the building.was discussed.

Art Dunn said it should be something-other~than just solid Steel, something~
should be used to break up the length of the building.

John Hubbard stated that he felt the archite~t coUld.have used some
imagination to break up one continuous steel building.

Mr. Jerich said he will bring'in something showing the building dressed
up and to break up the monotonous appearance of the metal.

Motion by We~t, seconded by Peterson to recommend to the City Council
that Midwestern Underground show a suitable exterior appearance to meet
the site plan review requirements, that frost footings and foundation be
installed, that the concrete floor be waived, that asphalt surfacing of
the parking area be waived and Class V installed instead. Further,
that Items 2, 3 and 4 of the City Engineer's letter be met and that Item
No. 6 regarding the right of way for Azurite Street will have to be resolved.
That. a development contract be prepared and stipulation be included in the
contract that this will be used for sto~age only and that there will be no repairs
or other activities conducted in this new structure; further, that it is
contingent on a revised site plan being submitted showing the changes.

Motion carried. 6 AYes

Be~ Deemer indicated that if this were a brand new proposal versus-an addition
to an existing business, he would definitely insist on the letter of the code
bei.ng followed as it is spelled out in the site plan review approval. '

MINING ORDINANCE

Chariman Peterson noted that the Commission is concerned that controls be
established to regulate mining operations and some plan for restoring land
to decent conditions and insuring that some good top soil will be retained
in certain areas etc., and therefore they feel that the City should adopt a
mining ordinance.

Regular' Planning & Zoning Commission Meeting
1/7/ 80 Page 5
