PARK AND RECREATIO~ COMMISSION <br /> February 21, 1980 <br /> <br />Members Present: John Lichter, Dennis Donovan, Janice Johnson, Dick <br /> Swanson, Terry McLean, Greg Drake <br /> <br />Others present: Don Lokker and Thomas Gamec, Mayor <br /> <br />The meeting was called to order at 7:03 P.M. The minutes of the January 17, <br />1980 regular meeting were passed unanimously on a motion by Drake a_nd <br />seconded by Johnson. <br /> <br />Don Lokker, a ten year city resident and a member of RYAAwas present to <br />investigate the opening on the Park and Recreation Commission. The chair- <br />man discussed the responsibilities of the position and requested Mr. Lokker <br />to submit a letter of interest to the city. <br /> <br />The chairman noted that the Council approved'the hiring of a consultant to <br />prepare a public informational brochure for the proposed bond issue. Mayor <br />Gamec noted that the contract with.Federal Cartridge for park land donation <br />will be completed and executed February 22, 1980. The Mayor also brought <br />the Commission up to date on the proposed arena complex east of S.T.H. #47 <br />at C.S.A.H. 116. It appears that Federal grant monies will be more diffi- <br />cult to obtain than originally anticipated. Annual operational costs are <br />a drawback at present since the solar energy system contemplated cannot <br />be used for refrigeration. The total project cost is estimated at $8 -'12 <br />million. Anoka, Champlin, Ramsey and Andover are meeting with County <br />officials on the project. The land for the project has been donated to <br />the City. Final legal docmments are being prepared. Mayor Gamec does <br />not anticipate any proposed facilities under the bond issue to be covered <br />under the arena project. The Mayor verified that the City of Anoka is <br />not planning a major park across from KTWN Radio Station as was previously <br />stated at the joint council and commission meeting. <br /> <br />The Co~ssion decided to forego a LAWCON application this year since the <br />Council has indicated that.matching funds would probably not be available. <br /> <br />The Chairman indicated that he and~llayor Gamec would contact consultants <br />for the bond issue work noted previously. <br /> <br />It was moved by McLean, seconded by Drake to recommend the Council appoint <br />Don Lokker for the Park and Recreation Commission.
