The entire portion of Llama Street should be constructed with the development of the plat with the City proceeding with Chapter 429 of the State Statutes to acheive this. f. A bike lane on the river side of the street should be established by adding an additional 4 foot shoulder to the river side of the suburban street, and then using two feet of the street plus the 4 foot shoulder create a 6 foot bike lane marked by signing:and/or stripping. 5. Comply with DNR permit for stormwater runoff into the Mississippi. 6. Comply with obtaining percolation rates for design of the drain- fields, plus have the developmental contract reflect that Lots 7-9 Block 8 must meet the Class I land requirements for on-site sewage disposal systems before final plat approval. 7. Comply with meeting Park requirement in form of a cash payment. , Also note that the Con~nercial Street has not yet been named. This recommendation is based on the plat as presented at the March 18, 1980 meeting and in the event there is any revision of lot size/ road layout, 'this- p]~t must be resubmitted for reapproval by the P & Z Commission. Motion carried 4-0. ~!l-lRbglN & (]tAPMAN STATEMENT Conm~ission reviewed the recent billihg from Wehrman & Chapman and ~btion by Ben Deemer, seconded by Gerry Zimmennan to recommend that the City Council withhold payment of $1,083.00 or 10% of total bill until completion of plan. Motion carried 4-0. Revision of City Comprehensive Plan Comnission members reviewed the plan that was presented at an earlier meeting and several minor discepancieswere discussed. These changes/questions will be presented to Mr. Marston by Chairman Peterson. COMPI~ItENSIVE PLAN DEADLINE Chairman Peterson pointed out that we are behind on the proposed time schedule for the plan, but that Mr. Marston and he have discussed completion by April with Public Hearings/ Council approval before June 1980. Mr. Marston hopes to present the plan. to the Ymtro Council in Jtme 1980. There will be a workshop meeting on April 1, 1980 to complete the Public Facilities Section. This meeting will be in lieu of the April-15th workshop. MEADOWBROOK ESTATES Mr. Sd~nelle explained that the Park dedication part of this plat has not been resolved as yet. Commission members reviewed their recommendation from February 4th and feel it is still valid. Furthermore it was the consensus of the Commission that the City should not acquire land that they will not be able to use, and that a scenic easement along one side with park land on the other would be a solution. Chairman Peterson stated that if the City and Park Commission definitely want land on both sides, then the Commission would concur, however, the P & Z Commission has not seen any plan showing how this acquisition will take place in areas already developed or how the presently useless land (slopes ect.) can be developed for use. It is the consensus of the Commission that a trail system along the brook could be an assest, but feel the P & ]~ should present a specific plan showing how this can be accomplished.
