PUBLIC HEARING
City of Ramsey
Anoka County
State of Minnesota

Pursuant to due call and notice thereof the Ramsey City Council held
a public hearing on April 8, 1980, at the Ramsey Municipal Center,
15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303.

Members Present:

Also Present:

Mayor Gamec
Councilman Cox
Councilman Reimann
Councilman Sorteberg
Councilman MickelsonAbsent
City Engineer Raatikka
City Attorney Goodrich

Mayor Gamec called the meeting to order at 7:06 P.M. and led in the
Pledge of Allegiance to the Flag.

City Engineer Raatikka stated the purpose of this hearing is to con-
sider tarvia paving of the streets in the Halland Acres Addition and
reviewed the projects feasibility report and advised as to what im-
provements the proposed project included.

Mayor Gamec made a presentation answering some of the questions he felt
might occur concerning the possibility of sewer and water in the future.
He stated that these improvements would not likely be installed for a
long time, therefore, to blacktop now would not be a waste of money.
He also stated a performance bond~would be obtained to guarantee the
construction quality of the streets for one year.

Dean Firl, 15313 Barium Street asked when installation would be, the
assessment date, and what would happen if no bonding funds were obtained.

Mayor Gamec responded by saying the City would try and sell bonds on
estimated costs prior to taking bids so there would be funds available
if the contract is let. He said construction could start in mid June if
all things went well.

Charles Mueller,. 15451 Argon asked if the cul-de-sac could be eliminated
on 154th Lane. MayorGamec said-it probably would not be.

Councilman Cox asked what would be gained by upgrading this cul-de-sac and
City Engineer Raatikka responded by saying only future subdivisions would
gain by blacktopping it.

Mr. Firl asked what was meant by a five ton design. City Engineer Raatikka
explained that this meant the load the road is designed to accept is five
tons per axle.

PUBLIC HEARING - HALLAND ACRES
April 8, 1980
Page 1
