Public Hearing <br />4/28/80 <br /> <br />that it was not the intention of City Council or P&Z to have B-1 zoning <br />run up to the river. This will be corrected on the map before presenting <br />it to the Metro Council for review. <br /> <br />Jack Menkveld asked why the B-1 zoning on the Dorothy Martin property <br />came close to the Mississippi River. Councilman Arnie Cox suggested <br />that this zoning should run parallel with Highway #10. Ben Deemer pointed <br />out that that is the way the owners requested it to be zoned and that is <br />the way it was on the Critical Rivers Corridor Map, so this line will be <br />left as it is. <br /> <br />Doug Fountain, 15255 Garnet St NW, was concerned about the Industrial Zoning <br />north of County Road No. 116, near the Tom Thumb Superette. Ben Deemer <br />pointed out that there would be a restricted form of Industrial Zoning <br />adjacent to residential development. Also there would be a buffer zone <br />there with screening of shrubs and trees. <br /> <br />Councilman Arnie Cox asked "How the "Park & Ride" program might be funded? <br />Mr. Marston said at present, the city would make its parking lot available <br />for residents to park their car there and car-pool or van-pool from there. <br />If enough interest is shown, the city might then ask the Mn. Dept of Trans- <br />portation for helP through federal funds. At present the M.T.C. does not <br />serve Ramsey. <br /> <br />There was then some discussion as to when the CAB interceptor for sanitary <br />sewer might be available near the Hwy~ #47 location. Pete Raatikka said <br />present plans are for about 1985 but final plans have not been established <br />with Metro Council. Councilman Arnie Cox said he would like to be on record <br />as to encourage the North Hwy 47 CAB interCeptor to be constructed as soon <br />as possible for use in commercial and multi-family construction. <br /> <br />Doug Fountain asked what considerations were given to "wetland areas". Mr <br />Marston responded that the Comprehensive Plan is following IINR classification <br />of all wetlands and would be protected accordingly. The City of Ramsey will <br />protect all '~etland~' of one aCre or larger. <br /> <br />Councilman Arnie Cos expressed concern 'about protecting Trott Brook 'in the <br />vicinity of Hwy #47 to the Rum River, and more cooperation should be exercised <br />between Park & Recreations Dept and City Council. <br /> <br />Generally all seemed in favor of protecting Trott Brook in some way or another <br />but how to do it is in question at this time. Mayor Gamec said it would cost <br />a lot of money to develop a trail system along the Brook at this time, and <br />maintaining it would cost a lot. Dick Swanson of the Park and Recreation <br />Commission said there would be quite a few physical obstacles in the way of <br />a trail system, along Trott Brook such as Hwy 47 and County Road No. 5.
