5. COMMITTEE BUSINESS <br />5.01: Consideration of Recommending City Council Approval of Draft Water Supply <br />Plan <br />Civil Engineer Len Linton reviewed the plan with the Committee. <br />Chairperson Riley mentioned there are some blanks in the documents that he is wondering about. <br />Mr. Linton stated they will be filled in and updated before it goes before the City Council for <br />review. <br />City Engineer Westby stated the City is blessed to have both surface and ground water for water <br />supply options but right now they are still working through what the most appropriate water <br />source(s) will be in the future. <br />Chairperson Riley stated from the facts and figures it appears the City has the capacity to do this <br />plan over the next ten years. <br />City Engineer Westby stated that is correct. <br />Motion by Chairperson Riley, seconded by Councilmember Shryock, to recommend that the <br />working document of the Draft Water Supply Plan be forwarded to the Environmental Policy <br />Board and Planning Commission before it is reviewed by the City Council. <br />Motion carried. Voting Yes: Chairperson Riley, Councilmembers Shryock and Johns. Voting <br />No: None. <br />6. COMMITTEE / STAFF INPUT <br />6.01: Update on Anoka County Highway Department Flashing Yellow Arrow Signal <br />System Improvement Projects <br />City Engineer Westby provided an update on this plan and a copy of the lights Anoka County is <br />proposing to update in 2017. He stated they want to know if the Public Works Committee thinks <br />the intersection of Armstrong Boulevard/CSAH 83 and Sunwood Drive/147th Avenue should be <br />considered for Flashing Yellow Arrow (FYA) updates. He noted they look at crash incidents and <br />other data before deciding if it is necessary ultimately. <br />Councilmember Shryock stated she thinks putting in the flashing yellow lights is beneficial <br />overall however stated they should be cautious when deciding to put them in near the COR area <br />due to the possibility that they will build it out more and it may become too busy for that type of <br />light in the intersection. <br />Chairperson Riley stated he thinks they should keep them all consistent with each other. <br />Public Works Committee / November 15, 2016 <br />Page 2 of 4 <br />
