7. CONCLUSIONS AND RECOMMENDATIONS <br />City of Ramsey Improvement Project 17-01 proposes to reconstruct the bituminous pavement <br />section, to remove and replace all damaged concrete curb and gutter, and to complete <br />miscellaneous appurtenant work on Alpine Drive between Armstrong Boulevard and Variolite <br />Street. This street segment measures approximately 3,600 linear feet (0.68 miles). <br />It is the recommendation of City staff that City Project No. 17-01 is feasible, necessary, and cost- <br />effective from an engineering standpoint. <br />The following staff recommendations related to the proposed project are presented for Council <br />consideration and concurrence: <br />1. Staff recommends reconstructing this street segment in 2017 as outlined in this report. <br />2. Staff recommends reconstructing the off -road bike trail along the south side of Alpine <br />Drive at a later date pending adoption of the City's Trail Maintenance Policy / Program. <br />3. Staff recommends constructing the 10-ton pavement section for Alpine Drive as proposed <br />herein to accommodate State Aid design standards. <br />4. Staff recommends requiring private property owners to protect and/or restore their own <br />irrigation systems during future street improvement projects. <br />5. Staff recommends meeting with the owner of each property in early February of 2017 to <br />inform them of the proposed improvements and to gather public input prior to requesting <br />Council approval of plans and specifications on March 28tn <br />The City Council is asked to act on the following items related to the proposed project: <br />1.
