Mr. Craig Johnson will be Waste Management, Inc.'s contact man to keep
the City informed on the progress of the new well and its location.

City Engineer Raatikka stated they are looking for monitoring of water.

Mr. Don Otter explained the way the water from a well is taken for test
purposes.

2) The next problem Attorney Goodrich stated was the ponding of wa%er
on the west side of the site. He stated water is allowed to stand and
then when drained this creates an erosion problem.

~ir. Craig Johnson stated water was standing due to the spring thaw and
he proceeded to explained why it was allowed to happen. He said there
was no intentional ponding of water.

Mr. Don Otter explained how the site settles out over a year and a half
and. a natural ponding does occur.

~ayor Gamec recalled the time when Mr. Bob Hutchison, Consorehensive
Health and Mr. Ed Fields visited the landfill and the impression they
had at that time.

Mr. Craig Johnson stated again they never have intended to pond water.
Mr. Don Otter also stated there is no intentional ponding of water and
he said this is strictly a "no-no".

Mayor Gamec asked about holding a certain amount of water.

~lr. Otter said with the sand it should be no problem a~ all.

Councilman Reimarna asked about th$ side of the site facing the residents
to the west and the water flow and erosion.

City Administrator Schnelle asked about seeding of the west side,

Mr. Otter stated he is satisfied with the way the landfill is looking
at the present in regards to grass grown on the west side.

Councilman Reimann asked about planting shrubs to hold the ground and
get the vegetation going.

Mr. Otter stated they haven't had any serious erosion problems in the
past and it is not uncommon in any construction site. He said there
are steeper slopes in~iilwaukee and they haven't had any problem.
Councilman Reimann asked if it would be better to try planting trees.

Mr. Otter said it would take thousands of trees and then they couldn't
go back and fix any of the problems in the future because the trees
would be in the way.

Councilman Reimann doesn't feel there would be any problem once the
trees do take hold.

Special Council
May 7, 1980
Page 2
