City Attorney Goodrich asked again if this could be addressed in the
letter.

Councilman Reimann asked the landfill to mark off the appropriate access
making sure it is on the landfill property and the City will take care
of placing the ~ulvert for the driveway. Councilman Cox stated if all
is done right we'll have a lot more residents using the area.

Mr. Johnson stated he will make up a list of rules, regulations, do's
and don't's for the residents to follow in using the landfill and this
will be inserted in the City's newsletter.

5) City Attorney Goodrich mentioned the problem with the paper blowing
along Sunfish Lake Blvd.

Mr. Craig Johnson said they have extended the area of clean-up.

City A~inistrator Schnelle said the area from Highway #10 north on
Sunfish Lake Blvd. is 'terrible. He asked if maybe once a week there
could be a total clean-up done of the area.

City A~nistrator Schnelle stated we should be enforcing the law con-
cerning covered loads. It was the general concensus we should try to
advise the people they are violating a law.

Mr. Otter stated there is a lot of spillage of material and we should
Be enforcing this law. He said once one person is fined for this, the
word would spread and the people would start to cover their loads.
Mayor Gamec said our police department is just waiting to do this. City
Attorney Goodrich said perhaps the first Satumday we could give a warning
and then the next Saturday give the tickets.

6) City Attorney Goodrich mentioned the rate of money the City of Ramsey
is receiving on its contract and due to inflation we should start nego-
tiating a new rate of $.50 per cubic yard. He stated the City of Anoka
takes the lions share of the funds.

Councilman Cox said the Waste 1L~nagement, Inc.'s future plans are unclear.

Mr. Johnson said he hasn't said an~-thing to anyone concerning their plans.
City Attorney Goodrich asked if Waste Management, Inc. has made any de-
cisions regarding the landfill.

Mr. Otter stated in order to complete the project as in the contract it
will take two more years after the present contract. He also said it
takes at least two to three years just to get approval on plans for
future expansion. The PCA had even called lit. Otter asking when they
are going to be submitting their expansion plans. He stated his high
equipment costs are being inflated along with everyone else's. He also
stated he will not spend any money on engineering costs until he knows
definitely what the City's intentions are.

It was asked what his gate price is and Mr. Johnson Stated it was about
$1.30 per cubic yard.

Special Council
May 7, 1980
Page 5
