Ms. Ritchie said also, oxygen levels along the trees would be checked and that
she would be looking at literature on this problem.

Councilman Cox said every time they approach this problem, it is like
starting from scratch. The citizens have to be the ones who detect this initially.
The experts do not have answers or documentation up front so people can be
knowledgeable on this.

Ms. Ritchie said the Health Department just found out about this problem yesterday
and they are planning on aggressively w~rking on'the problem.

County Commissioner Fields asked if there was a hard freeze and the whole area'
froze over if there would be hazardous gas in the basements. He also'asked how
this is going to be dealt with in the future.

Mr. Woelfel, Waste Management, said as far as monitoring devices in the homes,.
they will be monitoring year around. Also, they intend to install a device that
will give them a management tool~to know'exactly when the system is functioning
and when it is not functioning. He said there could be more potential hazard
if there is a freeze.

County Commissioner Fields said he was never told that Landfill gases could
get into the basements.

Councilman Cox said there isn't anyone who can tell us that what they put in
will do the job. Waste Managements said before that it would do the job and now
it isn't doing the job.

Mayor Gamec said he firmly believed that whatever is done is not going to do
the job 100%.

Mr. Otter, Waste Management, said putting the lime cap on may have affected
the gas levels'.

Councilman Cox said he thought Waste Management had a much greater degree
of responsibility in the area'because all these aspects have made the residential
homes there non-marketable. He said he felt mismanagement had caused the
problem and the solution is much greater than just taking care of the problem
which is the result of the mismanagement.

Gregory Woelfel, Waste Management, said thee. are prepared to bring back the
original company who designed the system to assess the system.

City Administrator Schnelle said he questioned whether the State Agency or
the County Agency is responsible in this matter.

City Engineer Raatikka asked if the monitoring devices were going to have remote
alarms on them because be'could see a problem if the homeoWner was away on
vacation or something.

'Mr. Ray Usher,.15000 Garnet.'St~.'N~W~

Mr. usher said he is hearing that the city and the citizens both would like
someone who WOuld be nutral and the Health Department said they would do that.
He suggested turning the sytem off until the Health Dept. makes their tests.

Special Council
August 15, 1980
Page 4
