429 Special Assessment Procedure for New Plats <br /> <br />Mayor Gamec said he was against going into this right now because <br />without city water and sewer available and with the amount of staff <br />and legal work that goes into it, it would not be feasible at this <br />early time. <br /> <br />Councilman Sorteberg that it will help the one <br />end money. <br /> <br />who doesn't have front <br /> <br />Councilman Cox said if a person had front end money, maybe that would <br />open up areas of development. <br /> <br />Motion by Councilman Cox and seconded by Councilman Mickelson to <br />adopt Resolution #80- 1i8 authorizing City Staff to draft the <br />appropriate ordinance language, including all necessary safeguards, in <br />order 'to implement a City policy whereby the required City plat <br />improvements for commercial and industrial areas are constructed and <br />financed pursuant to Minnesota Statutes Chapter 429. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no-None. Refer to resolution file for Resolution #80-118 <br /> <br />~_Q ~r~q~ding~_h~Pter 210.01 Street Assessment Procedure <br /> <br />Discussion was held on the proposed Ordinance #80-8 Amendment to <br />Chapter 210.01 which is known as the "Street Assessment" Chapter of <br />the City Code. <br /> <br />City Attorney Goodrich said the sentence which reads, "No general funds <br />shall be used for upgrading city streets." was deleted. <br /> <br />Councilman Sorteberg asked if the council could define the "collector" <br />streets. <br /> <br />Councilman Cox said no because they could change. <br /> <br />City Attorney Goodrich recommended adding a paragraph about "collector" <br />streets that they may or may not be assessed as determined by City <br />Council. <br /> <br />Councilman Mickelson felt they should be assessed right now. Maybe in <br />the future when all the streets are blacktopped and there is a <br />maintenance issue, it could be changed. <br /> <br />City Attorney Goodrich was asked to re~ite the ordinance and put <br />in the changes discussed at the meeting. <br /> <br />~age Ditch (County Ditch. #43) Regarding Flintwood II <br /> <br />City Engineer Raatikka reported that the developer went to the County <br />and asked for a realignment and found out that the Legislature passed <br />a law that they could abandon ditches. The developer wants city 'input <br />on this decision to abandon and relocate the ditch. He said the developer <br />is willing to put in a lateral system which would provide a leg for the <br />County Ditch.
