Mr. Kenneth Peterson, Chairman
November 25, 1980
Page Two

access since these are large lots and future development of those lots is not
anticipated. These lots will require a variance, if they are approved.

In review of the soil borings'the water table appears to be at approximately
elevation 885 along Sapphire Street and 890 on the north side of County Road
No. 63. Based on the Anoka County soil survey, Soils mainly consist of
Zimmerman fine sand and Nymore loamy coarse sand with severe slopes. However,
in review of the topography it appears that the slopes are generally less than
12 per cent and are suitable for on-site sewage disposal systems.

Lots 5 and 8 of Block 3 and Lot 1'of Block I do not contain-25% ~las's I land~
as required by Article 170.041 (4). However, the developer is proposing to
fill Lot 5 of Block 3 and Lot 8, Block 3 and Lot 1, Block I have adequate Class
I soils for the construction and reconstruction of an on-site disposal system.
Therefore, we would recommend a variance be granted for these lots.

6. In review of the street grades we find that they are in accordance to city
standards.

7. In review of the street layout the proposed plat did not provide access to
the adjacent property south and east of the plat.

If you have any questions in regard to the preliminary plat, please let us know.

Yours truly,

CONSULTING ENGINEERS DIVERSIFIED, INC.

Peter R.
