PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
STATE OF MINNESOTA

A public hearing was held Monday, July 26, 1982, at the Ramsey Municipal
Center, 15]_53 Nowthen Blvd. N.W., Ramsey, Minnesota, regarding amendment
to City Ordinance with regards to manufactured housing in the City of
Ramsey.

Me~ers Present:

Mr. Kenneth Peterson, Chairman
Mr. Arthur Dunn (arrived at 8:12 P.M.)
Mr. Gerald Zimmerman
Mr. Benjamin Deemer
Mr. Robert Isakson
Ms. Kathy Schneider

Members Absent: Mr. Charles LaDue

Also Present:

Mr. Lloyd Schnelle, City Administrator
Mr. William Goodrich, City Attorney
Mr. Clayton Berg, City Building Official

Chairman Peterson called the public hearing to order at 7:38 P.M.

Chairman Peterson explained to the audience that the purpose of the public
hearing was to provide for manufactured housing in the City of Ramsey.

City Attorney Goodrich explained that the State dictates that the City cannot
prohibit, by zoning laws, manufactured homes within the City of Ramsey.
The purpose of the hearing tonight is to discuss how and if the City can
regulate manufactured housing within the City. There is no history on
this matter in Ramsey and we should have something on the books before
August 1, 1982, at which time State law goes into Effect.

Harold Johnson - 15558 Sunfish Lake Blvd. - Inquired as to what size lot
a manufactured home will be allowed to be constructed on.

Chairman Peterson informed Mr. Johnson that the one (1) acre lot minimum
would apply.

Marilyn Gallagher - 6905 151st Avenue - Stated that Anoka just passed an
ordinance for 960 square feet minimum. Mrs. Gallagher inquired what the
minimum square footage will be for Ramsey.

City Attorney Goodrich informed her that he has recommended 800 square feet
minimum.

John Beissel - 17917 Junkite - Mr. Beissel stated that he doesn't see any
real advantage or disadvantage to restricting manufactured homes to one
area of the City, but if it is in the City's power to require full basement,
it would be the smart thing to do. He also inquired as to how manufactured
housing will fit in with the Metro Plan recently adopted.

P & Z/July 26, 1982
Public Hearing
Page 1
