City ordi~ance allows 9ranting building permits prior to final <br />surfacing and we have agreed to delay blacktopping until 1983. <br /> <br />Bowers Drive - There is a problem with subgrading and low areas have become <br />~:aturated. We are still attempting to pave but we might have some breakup <br />in the Spring. I don't know if we can hold the contractor responsible for <br />this expected breakup when the weather is the cause. <br /> <br />Mr. Berg suggested proceeding with paving and hope that the road will freeze <br />dry over the winter and then in the Spring cut out broken up blacktop and <br />patch. <br /> <br />~ayor Gamec stated that if the road requires patching in the Spring, the <br />City will have to pick up that cost. <br /> <br />Mr. Raatikka then stated that Mr. Tolkinen would like a driveway to his split <br />lot. <br /> <br />Councilmember Cox stated that there would have to be a lot of sloping back <br />and how can that be accomplished when there are so many trees in the way. <br /> <br />Mr. Raatikka replied that we would have to either work around the trees or <br />remove them. <br /> <br />Mr. Schnelle stated that driveways should not be a part of the street <br />improvement project. <br /> <br />Councilmember Cox replied that basically the City would just be providing an <br />opening to the lot, with no culvert. <br /> <br />Councilmember Reimann stated that there is a complaint from Mr. McCoy in <br />Shawn Acres, that the street improvement has caused an incline at this <br />driveway. <br /> <br />Mr. Raatikka replied that he is aware of the problem and it will be corrected. <br /> <br />~YOR/COUNCIL INPUT <br /> <br />Mayor Gamec stated that there was a meeting regarding hazardous waste <br />processing facilities at the Ramsey Municipal Center Monday, October 25, <br />1982, and that there was not a good show of citizens. He further commented <br />that the meeting was very informational and that possibly it should be <br />repeated for the benefit of other Ramsey Boards such as EDC and P & Z. <br />Mayor Gamec commented that the Waste Management Board requests that any <br />concerns or comments the City of Ramsey would like to make known, should <br />be submitted to Waste Management Board by November 11, 1982. Mayor Gamec <br />also feels that hazardous waste processing plants should not be allowed to <br />use up Ramsey's sewer capacity, that he doesn't think our sewer capacity <br />qualifies for such use and won't for a long time. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner <br />to adjourn the regular Council Meeting. <br /> <br />C/October 26, 1982 <br /> Page 17 of 18 <br /> <br /> <br />
