I <br />I <br />I <br />I <br />I <br />i <br /> <br />I <br />I <br />I <br />I' <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br />I <br />I <br /> <br />Mr. Goodrich referred to REC's and stated that a parcel with 240' front <br />footage and 130' depth would be charged for 3 REC's -- 240' front footage <br />divided by 80' equals 3. He also noted that 80 must divide.!into front <br />footage exactly, that there will be no fractions. <br /> <br />Mr. Clayton Berg noted that a parcel with 200' front footage with the house <br />constructed in the middle of the parcel , which would leave no option for <br />subdivision, would still be charged 2 REC's. There would be the possibility <br />of negotiation with neighboring parcel in order to come.up with a buildable <br />lot and subdivide on that basis. <br /> <br />Mr. Raatikka stated that Sanitary Sewer Services and Stubs included in the <br />proposed ordinance proposes that each residential REC would be provided with <br />a 4" stub for service and commercial/industrial would be provided with a 4" <br />stub for each % acre of area and any additional stubs would be assessed on <br />a separate basis. <br /> <br />Mr. Robert Isakson inquired if the citizens would be assessed for the trunk <br />line. <br /> <br />Mr. Raatikka replied that trunk assessment would be deferred until service <br />is directly available. <br /> <br />Mr. Goodrich commented that there is .a SAC charge tax imposed by Metro Council <br />on every new building permit which is applied for from the City after <br />January 1, 1983. <br /> <br />John Lichter inquired if water shed districts were going to be. established. <br /> <br />Mr. Berg replied that they were, that anybody who contributes to a problem <br />will be assessed and Council has the right to defer that assessment. <br /> <br />Mr. Raatikka stated that storm sewer would be assessed on a square footage <br />basis. <br /> <br />John Lichter noted that an owner of farmland would receive an extremely <br />large assessment. <br /> <br />Mayor Gamec replied that farmland would be considered Green Acres and the <br />assessment would be deferred, but there would be a pending assessment to' <br />the property. <br /> <br />John Lichter inquired if the City is going to assess specifically by amount <br />of contribution. <br /> <br />Mr. Berg replied that considering the amount of undeveloped land, that <br />would be impractical. <br /> <br />Councilmember Reimann stated that there.{could be trade-off between used <br />and unused land in a commercial area as long as they a~e in the same water <br />shed area. <br /> <br />The subject of MSA streets was then discussed. <br /> <br />Mr. Goodrich stated that MSA streets are those streets in Ramsey for which <br />the City receives State funds because they heavily travelled.
