1990 area. <br /> <br />Council and audience then reviewed the map. <br /> <br />Tom Patchen inquired as to amount of SAC charge. <br /> <br />Mr. Raatikka replied that the State standard is $425 for the entire metro <br />area and is required at time of hook-up and this figure will rise as time <br />goes on. <br /> <br />Art Raudio - Stated that he is involved in development of property on the <br />Lindsay farm. Apologize for statements made at last workshop. I thought <br />over the past 7-10 years Ramsey was organizing and people were aware. I <br />see a bigger problem of credibility than runs through Council, developers <br />and citizens. We should look at where these comments are coming from and <br />wonder if they are working in the best interest of the City. I would like <br />to find out if anybody can say that I did anything that wasn't in the best <br />interest of Ramsey while serving my own interests. There isn't anything <br />I have imposed on Council and people of Ramsey and I respect those running <br />the community because they are trying to do a good job of planning and <br />have never pressed for sewer and water. I was ready to develop at one <br />acre lots and it was.the request of the City that I hold off but there <br />should be better communication to.all those people seriously interested <br />in developing Ramsey and doing it in ~n orderly fashion. I also hate to <br />see all the people in Ramsey, who have worked so hard, get slandered by <br />saying that they are on the take. <br /> <br />Council then clarified some of Mr. Raudio's questions regarding MSA streets. <br /> <br />Mr. Raudio suggested that Council take a good look at the yay other <br />communities work with developers regarding bonding, that the developer <br />is not the enemy. If a developer wants to bu±ld a good project, the City <br />should make it reasonable to do so. <br /> <br />Terry Villeneuve - How would City treat a corner lot? <br /> <br />Mr. Berg replied that until the lot is ~urveyed, you can't determined <br />how many REC's you will be charged. It depends on how many 80'x135' <br />lots you generate. <br /> <br />Roger Buchanan - Kangaroo - Council br°ught~ up several items that the <br />citizens have no voice on because~we are a statutor~ city and maybe it <br />would be better if we were a charter city. I find it hard to swallow, <br />that 3 or 4 people can spend millions of dollars and we have nothing to <br />say about it. It seems to me that there has been some quiet planning <br />and it didn't come out until after the election. <br /> <br />Mr. Goodrich replied that going charter is a possibility, but even then <br />he doubts whether the City could vary from Chapter 429 requirements <br /> <br />Mayor Gamec stated that in his opinion, a City charter hinders more than <br />it helps. <br /> <br />Mr. Buchanan noted that feasibility study shows an 8" trunk line and <br />Council says a 33" pipe is coming, who pays for oversizing? <br /> <br />Mr. Raatikka replied that Metro Council is picking up the added cost. <br /> <br />Sp C/March 28, 1983 <br /> Page 13 of 14 <br /> <br /> <br />
