Councilmember Kuzma introduced the following resolution and moved for its adoption: <br /> RESOLUTION #17-01-017 <br /> RESOLUTION APPROVING JOINT AND COOPERATIVE AGREMEENT FOR THE <br /> INFORMATION AND ADMINISTRATION OF THE ANOKA-HENNEPIN NARCOTICS <br /> AND VIOLENT CRIMES TASK FORCE <br /> WHEREAS, the City of Ramsey and the parties to this Agreement find that drug abuse <br /> and related violent criminal activities have increased significantly within and between their <br /> communities in recent years; and <br /> WHEREAS, the general purpose of this agreement is to provide coordination and joint <br /> enforcement efforts within the jurisdictional boundaries of the parties for controlled substance <br /> crimes as defined in federal, state and local statutes, as well as related violent crime and the <br /> criminal enterprise associated with them; and <br /> WHEREAS, the parties to this agreement shall be the Cities of Anoka, Blaine, Champlin, <br /> Columbia Heights, Coon Rapids, Fridley, Maple Grove, and Ramsey, and the County of Anoka <br /> and the Task Force Advisory board is formed consisting of the Chiefs of Police and Sheriff, or his <br /> or her designee, from each party; and <br /> WHEREAS, each party is providing licensed peace officers under the conditions outlined <br /> in the Agreement; and <br /> WHEREAS, the primary function and responsibility of the Task Force is to detect, <br /> investigate, gather evidence, and apprehend drug traffickers, as well as assist in violent crimes and <br /> gang related investigations, within the geographic area of the parties; and <br /> WHEREAS, the Finance Department of Anoka County will be responsible for the <br /> administration of all funds coming under the direct supervision of the Task Force, whether federal <br /> grant funds or contributions of the parties. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> 1) That the City Council of the City of Ramsey authorizes entering into a Joint and <br /> Cooperative Agreement for the Formation and Administration of the Anoka-Hennepin <br /> Narcotics and Violent Crimes Task Force. <br /> 2) That the Mayor, City Administrator and Police are authorized to sign the Agreement on <br /> behalf of the City of Ramsey. <br /> 3) That the Agreement shall be in effect from notwithstanding the dates of signature by the <br /> parties, and shall continue in effect until terminated in accordance with the provisions of <br /> termination, which are as follows: Any party may withdraw from this agreement on <br /> December 31 of any year by declaring its intention to withdraw in writing and providing <br /> the written notice, delivered by mail or in person, to each of the other parties on or before <br /> July 1st of that year. <br />
