City Engineer Westby explained the standard method the City often uses for mill and overlay <br /> projects. He explained that mill and overlays are done to add structural capacity to the roadway <br /> and typically mill two inches. He stated that if an additional half inch is left and only 1.5 inches <br /> is milled, you are still leaving structurally damaged material and it will most likely break up <br /> during the milling process, therefore it would not be helpful. <br /> Councilmember Riley stated that as a Councilmember and resident he is frustrated that this was <br /> done incorrectly in the past and the residents are stuck footing the bill for the corrections. He <br /> wanted to ensure that the City is following the correct process during the projects being <br /> completed to ensure that this does not happen again. <br /> City Engineer Westby stated that he is confident that the road projects completed are being <br /> inspected and are being monitoring. He stated that pavement coring could be completed on the <br /> City projects, as they do with development projects, to ensure the correct process and result was <br /> followed. He noted that staff does monitor the construction throughout the process and therefore <br /> there should be very little variation on the projects that have been done in recent years. <br /> Mayor Strommen agreed that there is frustration with the situation the City is in but <br /> acknowledged that this is the situation and the only thing they can do is to make certain that the <br /> correct steps are followed now to ensure that this does not happen again. <br /> Motion by Councilmember Kuzma, seconded by Councilmember Johns, to Adopt Resolution <br /> 917-01-016 Ordering Preparation of Feasibility Report for Improvement Project #17-02; Rivers <br /> Bend Street Reconstructions. <br /> Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Johns, Riley, <br /> Shryock, and Williams. Voting No: None. Absent: Councilmember LeTourneau. <br /> 7.05: Consider Adopting Resolution #17-01-017 Authorizing the Joint and Cooperative <br /> Agreement for the Formation and Administration of the Anoka-Hennepin Narcotics <br /> and Violent Crimes Task Force <br /> Police Chief Katers reviewed the staff report and recommendation to adopt the resolution <br /> authorizing the Joint and Cooperative Agreement and the formation and administration of the <br /> Anoka-Hennepin Narcotics and Violent Crimes Task Force. <br /> Councilmember Kuzma stated that he is excited that the City will be able to be a part of this Task <br /> Force. He believed that the additional resources the Task Force will bring to the City will have a <br /> positive effect. <br /> Motion by Councilmember Kuzma, seconded by Councilmember Shryock, to Adopt Resolution <br /> 917-01-017 Authorizing the Joint and Cooperative Agreement for the Formation and <br /> Administration of the Anoka-Hennepin Narcotics and Violent Crimes Task Force. <br /> Further discussion: Councilmember Shryock stated that Councilmember Kuzma has been a <br /> supporter of adding this position for some time but she did not necessarily share that opinion. <br /> City Council/January 10, 2017 <br /> Page 9 of 11 <br />
