Councilmember Reimann stated that the police department does not have the right to demand over and above what the rest of the City e~ployees are receiving and it simplifies matters to offer everyone the same package. If Council wants to approve of the police department's demands, I will not be a part of it. Motion by Councilmember Van Wagner and seconded by Councilmember Schlueter to adopt Resolution ~83-48 approving the Police Contract which included granting a 9% pay increase and granting a % day holiday pay on Dece~er 24. Further, to authorize the Mayor and City Administrator to sign said labor agreement between the City and LELS (Law Enforcement Labor Services). F%lrther, to adopt Ordinance #83-3 amending City Ordinance 10.097 o~ the iPersonnel.' Policy. (Please refer to resolution file for Resolution #83-48). Further Discussion: Councilmem~er Reimann stated that Council should act on basis of Personnel Committee recommendation and offer 8%% pay increase and % day holiday pay and consider granting an additional %% in June of 1983. He further stated that 8%% is more than fair and wishes that the motion would be voted down. Mr. Arnold Cox was present and commented that it is time that those in responsible positions realize that it is the cost of government, not cost of living, that is ki~ling us and we continue to grant cost of living raises and others, who are paying those raises, are barely hanging on. Mr. Cox further stated that we have to realize that this liberal spending has to stop and that his comments are not aimed at the police department only. Mr. Cox reiterated that he is not picking on the police department, that residential taxes have not been raised nearly enough to cover the cost of government and that Ramsey is running businesses out of the community. Mayor Gamec stated that if salaries were increased by $10,000, we would still be comparable to other cities. Mayor Gamec called for a roll call vote: Motion carried. Councilmember Sorteberg - Naye Councilmember Van Wagner - Aye Mayor Gamec - Aye Councilmember Reimann - Naye Councilmember Schlueter - Aye Councilmember Reimann stated that he feels that this is just the starting point and that the City could still be taken to arbitration. MAYOR/COUNCIL INPUT Barthel's Rum River Acres, 2nd Addition: Mr. Goodrich stated that Mr. Barthel urgently requested that the City authorize and sign partial satisfaction to mortgage for some lots on Dysposium Street. He further stated that he discussed the matter with the City Engineer and that Mr. Ba~thel had not utilized enough oil content in the blacktop and that City Engineer recommended the release of three lots. Motion by Councilmember Van Wagner and seconded by Councilmember Relmann to authorize the Mayor and City Administrator to execute a partial release for Lot 2, Block 6 and Lot 2, Block 3 and Lot 2, Block 9 of Barthel's Rum River Acres Second Addition in Anoka County.
