<br />Councilmember Kuzma introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #17-01-030 <br /> <br />RESOLUTION ACCEPTING FEASIBILITY REPORT FOR IMPROVEMENT <br />PROJECT #17-02; RIVERS BEND STREET RECONSTRUCTIONS <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #16-12-242, adopted on <br />December 13th, 2016, the City Engineer was instructed to study the feasibility of milling and <br />thth <br />overlaying segments of 147 Lane, 148 Avenue, Xkimo Street, and Yakima Street in the Rivers <br />Bend residential development as part of the 2017 Street Maintenance Program; and <br /> <br /> WHEREAS, <br />while preparing the Feasibility Report, twelve pavement core samples were <br />extracted from the bituminous pavement which verified the existing pavement is too thin to mill <br />and overlay; and <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #17-01-016, adopted on <br />January 10th, 2016, the City Engineer was instructed to study the feasibility of reconstructing <br />th th <br />segments of 147Lane, 148Avenue, Xkimo Street, and Yakima Street in the Rivers Bend <br />residential development as part of the 2017 Street Maintenance Program; and <br /> <br /> WHEREAS, <br />a Feasibility Report has been prepared by the City Engineer for City <br />thth <br />Improvement Project #17-02 which proposes improvements to segments of 147 Lane, 148 <br />Avenue, Xkimo Street, and Yakima Street in the Rivers Bend residential development as part of <br />the 2017 Street Maintenance Program including the reconstruction of existing bituminous <br />pavement, the replacement of damaged concrete curb and gutter, and other appurtenant work as <br />needed; and <br /> <br /> WHEREAS, <br />the City Council received the Feasibility Report on January 24, 2017; and <br /> <br /> WHEREAS, <br />the Feasibility Report provides information regarding whether the proposed <br />project is necessary, cost-effective and feasible; whether the proposed project should be made as <br />proposed or in conjunction with another improvement; and the estimated cost of the <br />improvements as recommended; and <br /> <br /> WHEREAS, <br />the Feasibility Report recommends that the proposed improvements be <br />constructed in 2018 to coincide with other proposed street reconstruction improvements in the <br />immediate vicinity; and <br /> <br /> WHEREAS, <br />the City of Ramsey proposes to assess benefiting properties for 25 percent <br />of the cost of the improvements, pursuant to Minnesota Statutes Chapter 429, the City Charter, <br />and the City’s adopted Special Assessments Policy. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />
