Adoption of final resolution approving of Industrial Revenue <br /> Bond for Prestress Concrete. <br /> <br />The special Council meeting was called back to order at 8:00 p.m. <br />COUNCIL BUSINESS <br /> <br />Case #~: Adoption Of Final Resolution Approving Of Industrial Revenue <br /> <br />Bond, Request For; Case Of Prestress Concrete: <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner <br />to adopt Resolution #83-93 approving of Industrial Revenue Bond for <br />Prestress Concrete. (Please refer to resolution file for Resolution <br />#83-93). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, <br />Reimann, Schlueter and Van Wagner. Voting No: None. <br /> <br />Council consensus is to hear Case #5 - Ralph Dickenson, at this time. <br /> <br />Case #5: Ralph Dickenson - Dickenson Lines <br /> <br />Mr. Dickenson stated that it has been about 1½ years since he has been <br />before Council requesting variances to building codes, those requests <br />were approved and Council has always been very cooperative. <br /> <br />Mr. Dickenson stated that Dickenson'Lines has been in Ramsey for 15 years, <br />that they were originally a bus operator, then charter bus operator, then <br />bus sales and now rebuilding of buses. Mr. Dickenson stated that business <br />grew tremendously and investment capitol was searched out. As a result <br />of certain transactions, Dickenson Lines acquired a contract from San <br />Francisco worth 10 million dollars. The first phase of this contract <br />involved 2.6 million dollars and the need for immediate expansion forced <br />Dickenson Lines to develop in St. Cloud. Dickenson Line's Ramsey <br />facility is located adjacent to Prestress Concrete. Phase 2 of the <br />contract has been awarded pending certain things happening: #1 - gear <br />up of production (currently are 165 employees, 92 from immediate area) <br />which would involve doubling production and doubling employment. In order <br />to gear up facility expansion is necessary and several cities have been <br />urging us to develop in their community. The most valuable asset of <br />Dickenson Lines is it's employees. There is a very drastic learning <br />curve in the business and if Dickenson Lines relocates it would mean <br />retraining of employees which is very expensive and Dickenson Lines <br />prefers to bring business back to Ramsey and Dickenson Lines never <br />left Ramsey because of all the cooperation we have received from the <br />City. Another item to be considersed is that Dickenson Lines is on a <br />solid foundation and could be a real asset to Ramsey and we need the <br />support of Ramsey Council to allow us to expand our facility. The <br />goal of Dickenson Lines is to do 20 million dollars worth of business <br />in the next 12 months and this will provide employment and tax base in <br />Rmasey. Mr. Dickenson extended an invitation to all Councilpersons and <br />City Staff to tour the St. Cloud facility at the expense of Dickenson <br />Lines.
