COMMITTEE REPORTS <br /> <br />A. Budget Committee - Commissioners Gamec and Bauerkemper <br /> <br />Commissioner Gamec stated his preliminary budget figure is approximately $9300, <br />which would include legal fees, election costs, secretarial costs, postage, <br />supplies and printing (providing the legal printing of the charter can be in <br />summary form). Commissioner Gamec stated that he would provide a more structured <br />proposed budget at the next regular meeting of the Commission. <br /> <br />Commissioner Bauerkemper stated she would obtain copies of Charter Commission <br />budgets from other cities. <br /> <br />Commissioner Sieber noted that the legal printing of the charter must be <br />performed two times and in it's entirety. <br /> <br />B. Information Committee - <br /> <br />1. Public O~inion Committee - Commissioners Sieber and Buchanan <br /> <br />Commissioner Sieber stated that he and Commissioner Buchanan have <br />spent some 20 hours obtaining public opinion regarding a charter <br />and the response of the majority was that they would like to see a <br />proposed charter in order to compare it to Ramsey's present form of <br />government. Commissioner Sieber also stated that there was some <br />opposition to the charter on the basis that it would cost the taxpayers <br />more money and that it would stagnate the operation of City business. <br /> <br />Commissioner Buchanan stated that if the Charter Commission remains <br />within the $1500 guideline, it would average out to less than $.15 <br />per capita. Commissioner Buchanan also noted that if the Charter <br />Commission budget is $10,000, that would still be less than $1.00 <br />per capita in the City of Ramsey. <br /> <br />Commissioner Gamec cautioned Commissioner Buchanan against making <br />statements quoting costs. Commissioner Gamec stated that if the <br />Charter Commission spends more than anticipated, the public could <br />see it as a deterrent and it could ruin a very good charter. <br /> <br />Commissioner Buchanan stated that there are individuals and groups <br />predisposed to the idea of a charter and the Charter Commission <br />should go out of it's way to get those individuals and groups involved. <br /> <br />2. Charter Advantage Committee - Commissioner Data <br /> <br />Commissioner Data provided a handout to all members listing such <br />advantages as: <br /> <br />a. Citizen participation <br />b. Unique community requirements <br />c. Flexibility <br />d. Citizen rights <br />e. Citizen understanding <br />f.
