I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />METHANE PROJECT <br />ANOKA/RAMSEY LANDFILL <br /> <br />Anoka County and the CAP Agency applied for funding for selected, alternative <br />energy projects from the Minnesota Department of Economic Security. <br /> <br />The Minnesota Department of Economic Security approved a grant in the <br />amount of $100,000 for the proposed methane project with Waltek, Inc. <br /> <br />The project as p~oposed to date includes: <br /> <br />The extraction from the landfill either by the introduction of new <br />wells or the hook-up to the existing waste management methane <br />extraction system. <br /> <br />The design, engineering and construction of a four-inch, medium- <br />pressure, underground pipeline from the landfill to Waltek, approximately <br />72,000 feet. This pipeline will be constructed below frost line. <br /> <br />Waltek will have located on their property two 85KW generators <br />which will provide for the majority of their electrical needs. <br /> <br />The cities of Anoka and Ramsey and Anoka County are now in the process <br />of finalizing a joint powers agreement which will provide for a five- <br />member Landfill Board. Representatives include a member from the Ramsey <br />and Anoka City Councils, an appointment by Anoka County CAP, an appointment <br />by the County Board and the Chairman of the County Board who shall serve <br />as the Chairman of the Landfill Board. <br /> <br />The Landfill Board shall have the following powers and responsibilities: <br /> <br />To administer implementation and on-going maintenance oflthe methane <br />gas extraction project. <br /> <br />2. To perform all functions necessary to enter into contract. <br /> <br />Be sure that all appropriate licenses and permits are obtained. <br /> <br />To provide for maintenance of the pipeline and related equipment. <br /> <br />5. To receive and disburse funds. <br /> <br />Waltek, located in Ramsey, is a quality, custom investment casting <br />company who will receive approximately $95,000 to purchase and maintain <br />two 85KW or equivalent methane-powered electrical generators. Waltek <br />will be responsible for maintaining the generators, to run the generators <br />twenty-four hours and may dispose of the excess electricity at their <br />discretion, the proceeds obtained to offset maintenance costs. <br /> <br />Waltek will be responsible for creating approximately ten, new low and <br />moderate income jobs. <br /> <br />Total cost of project is $222,000 which includes: approximately $95,000 <br />for two 85KW generators; $28,000 for a 30 H.P. engine driven compressor; <br />$72,000 for pipeline construction; $12,000for gas field development, <br />engineering and labor; $18,000 contingency. <br /> <br /> <br />
