The soil is usually <br /> water logged during the growing season; often it is <br /> covered with as much as 6" or more of water. <br /> Vegetation includes grasses, bulrushes, <br /> spikerushes and various other marsh plants such as <br /> cattails, arrowheads and smart weed. <br /> <br />Type IV. <br /> <br />Inland Deep Fresh Marsh. The soil is covered with <br />3" to 6" or more of water during the growing <br />season. Vegetation includes cattails, reeds, <br />bulrishes, spikerushes and wild rice. <br /> <br />Type V. <br /> <br />Inland Open Fresh Marsh. Shallow ponds and <br />reservoirs are included in this type. Water is <br />usually less than 10' deep and is fringed by a <br />border of emergent vegetation. Vegetation includes <br />pond weeds, wild celery, coon tail, muskgrasses, <br />water lilies and spatterdocks. <br /> <br />Type VI. <br /> <br />Shrub Swamps. The soil is usually water logged <br />during the growing season and is oftent covered <br />with as much as 6" of water. Vegetation includes <br />alders, willows, dogwoods and swamp-privet. <br /> <br />Woodland. A group of trees at least one-half acre in area <br />and with a crown cover of 50% or greater. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />170.0112C <br /> <br />170.0112D <br /> <br />Environmental Permit. <br /> <br />To insure that the policies in this section are properly <br />implemented, any person undertaking development to or on any land <br />within the overlay district shall, prior to commencing the work, <br />obtain an environmental permit from the City of Ramsey. Except as <br />hereinafter provided in this section, no person shall perform any <br />development in the overlay district without first having obtained <br />an environmental permit (hereinafter called permit) from the City. <br />Exempted from this environmental permit requirement shall be all <br />lots within a plat of record in the Anoka County Recorder's <br />Office. Outlots contained within a plat shall not be exempted <br />from this permit requirement. <br /> <br />Notwithstanding this permit exemption, development occurring on <br />any lot, whether in a plat or not, must comply with and conform to <br />the "Permit Standards" as outlined in the following section <br />170.0112D. <br /> <br />Permit Standards <br /> <br />The following standards shall be met when any development is <br />undertaken within the overlay district. <br /> <br /> <br />
