I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />110.14 WEI-~I)S <br /> <br />1 10. ]41 I)I!I:]N1TION <br /> <br />"Weeds" shall be construed to mean and include a11 noxious weeds as <br />-defined by the statutes of the State of Minnesota and all such useless <br />and trotJblesome plants a.s are commonly known as weeds to the general <br />public. <br /> <br />] ] O. ] 42 NOXIOIJS Wl!lil)$ <br /> <br />Because the growth of noxious weeds and other harmful vegetation is <br />subject to need]ess abuse, creating a detriment to public health, <br />comfort and convenience of the residents of the C~ty of Ramsey, as <br />we]] as creating a genera] aesthetic depreciation, the growth of <br />such vegetal ion is hereby declared to he a nuisance. <br /> <br /> ll weeds or grass growing ~upon any lot or parcel of land within the <br /> latted por.tioi~s of th% cSty, or .within 500'feet of a platted area, <br /> rowing to a' height greater than one (1) foot, 6r which have gone or <br /> e abot,t to go to seec[, are hereby declared to be a nuisance. <br /> <br />].10.144 PI.ilO,1ITTIN(; A NiJISANCli <br /> <br /> ]. W]len the owner and/or occupant permit a nuisance to <br />exist in violation of this chapter, the weed inspector or his assis- <br />tants shall scrve a notice on the owner, occupant, or agent of the <br />owne. r of such lot or parcel of land ordering such person to have <br />such weeds or grass cut and removed or otherwise eradicated or <br />removed within ten (]0) days after the service of such notice. Such <br />notice sha].] also state that in event of noncompliance, removal will <br />be done by the City of Ramsey at the owner's expense. When no owner, <br />occupant, or agent of the owner can be found, notice shall be sent <br />by registered mail. to the person who is listed on the records of the <br />county auditor or county treasurer as the owner; service will be <br />comp]ere with ma~]ing. <br /> <br /> 2. If such person fails to comply with the notice within <br />ten (]0) days after service, c~r if no owner, occupant or agent can be <br />found, the weed [nsl)ector or his assistants shall have such weeds cut <br />and removed or otherwise eradicated. The records showing the cost of <br />such work attrihutah]e to e~ch separate lot or parcel shall be deli- <br />vered to the city c]erk. On or before the first day of October of <br />each year, the amount so charged against said lot or parcel of land, <br />together with a description of the premises and the name of suppose~ <br />owner shall be certified to the county auditor and sball be collected <br />in the same manner as taxes and/or specSal assessments against said <br />premises. <br /> <br />].10.1 45 OBSTRIJ(71'JN(; CITY I.i~fPLOYEES <br /> <br />No person sha].], obstruct the weed inspector or his employees in the <br />cutting, removal, or eradication of weeds or grass. Each day on which <br />such obstruction continues shall constitute a separate offense. <br /> <br /> <br />
