I <br /> <br /> I <br /> ! <br /> ! <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> <br />PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A special meeting of the Ramsey City Council was held on Thursday, July 21, <br />1983 at the Ramsey Municipal Center, 1515B Nowthen Blvd. N.W., <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Sue Van Wagner <br />Councilmember A1 Sorteberg <br />Councilmember Jean Schlueter <br /> <br />Also Present: <br /> <br />Members Absent: <br /> <br />C~ty Administrator Lloyd Schnelle <br />Larry Koshak, Hakanson/Anderson Engineering <br />Reporter Carolyn Thompson <br /> <br />Coundilmember Gary Eeimann <br /> <br />Mayor Gamec called the meeting to order at 4:17 p.m. <br /> <br />Mayor Gamec stated that at a recent meeting of Minnesota League of Cities <br />he had a chance to discuss with Mr. Wayne Burggraaff of Evensen-Dodge, Inc. <br />ways in which to finance and bond new developments coming into Ramsey. As <br />a result of those discussions, Mayor Gamec requested that Mr. Burggraaff <br />make a presentation to Ramsey City Council regarding financing and bonding <br />in a way that would best protect the City of Ramsey. <br /> <br />Mayor Gamec then introduced Wayne Burggraaff and Don Kaiser of Evensen-Dodge <br />Inc., Public Finance and Management. <br /> <br />Mr. Burggraaff made his presentation which is included as an attachment to <br />these minutes~and gave a brief background of Evensen-Dodge. Mr. Burggraaff <br />stated that his firm is a firm of financial consultants that participates <br />with the League of Minnesota Cities and as a financial firm they provide <br />assisstance to cities in financial planning. Mr. Burggraaff that Evensen- <br />Dodge are not underwriters or investment bankers, their only concern is to <br />represent the governmental agency and they are not interested in selling bonds, <br />etc. He further stated that revenues made by EYensen-Dodge are paid by the <br />governmental agencies they work for. Mr. Burggraaff noted that most of <br />Evensen-Dodge's work is in North and South Dakota, Minnesota, Wisconsin, Iowa <br />and Illinois, but they do have projects in other parts of the Country also. <br /> <br />Mr. Burggraaff stated that financial planning is important to development and <br />no development can take place without some risk and it is impossible to <br />eliminate that risk and Evensen-Dodge's purpose is to minimize that risk. <br /> <br />Mr. Burggraaff emphasized that the City does have built-in protection, <br />even without an up front cash escrow and some form of ~etter of credit, <br />with it's ordinances. <br /> <br />Discussion ensued regarding sewer and water development and including the <br />cost of a water tower in the assessments and putting those monies in an <br />escrow fund to cover the construction of a water tower when it is built. <br /> <br />Sp C/July 21, 1983 <br /> Page 1 of 2 <br /> <br /> <br />
