PROPOSED FINDINGS OF FACT HOME OCCUPATION'PERMIT BEAUTY SHOP I l) That the Applicant has properly applied for a conditional use permit as re- qoired by Ordinance to operate and maintain a beauty shop. I I I I I 2) That the Applicant appeared before the City Planning and Zoning Commission for a public hearing pursuant to the City Zoning Ordinance on August 2, 1983 and that said public hearing minutes are hereby incorporated as a part of these findings by reference. 3) That said public hearing was properly advertised in the City's official newspaper and tbat adjoining property owners were notified of said public hear- ing in accordance with C~ty Ordinance. 4) That the standards for consideration are as follows: a) The property is z~ned R-1 and thi~ is not a permitted use. b) The adjoining p~operties are residential and approximately two and one half acr'~ in size. c) The closest similar use is within a distance of approximately two miles. d) There will not be adverse effect to traffic flow in the area. e) There are several known beauty shops in operation within the City which to our knowledge have not caused neighborhood problems. ~) Properly maintained, the beauty shop will not affect the life style of the neighboring residents in a residential setting. Further, it should not affect the enjoyment or value of properties in the vicinity. 5) That the criteria for approval are as follows: I I I I I a) The operation of a beauty shop should not be detrimental to or endanger the public health, safety or general welfare and is not contrary to established standards as regulated by City Code. b) The lot size and proposed beauty shop location should not be unsitely or undesirable or obnoxious in appearance and should not hinder the orderly and harmonious development of the City or the district where herein proposed. c) An inspection of the premises showed adequate water supply and sewage disposal facilities. d) The use will conform to the regulations of R-1 zoning except that a conditional use permit is required. 6) That the performance standards are as follows: I I a) The fire protection is provided by the City of Anoka. Even though the potential of fire in related required equipment exists, proper opera- tion and maintenance will reduce this potential considerably.
