The Mississippi River <br />Corridor Critical Area as set-forth and legally described in <br />Minnesota State Executive Order No. 7919 as recorded in the <br />State Register, Monday, March 12, 1979. This district <br />hereinafter is called Critical River Area and shall be <br />identified on the official zoning map referenced in Section <br />170.012~ of this chapter. <br /> <br />b) <br /> <br />Wetlands. The Minnesota Department of Natural Resources <br />(DNR) uses the Corps of EngineerS' classification system for <br />wetlands ~nd currently requires a pe,rmit for alteration of <br />wetland types 3-5 which are 2.5 acres or larger. <br /> <br />WetlRnd types 2 and 6 and wetlands as small as 1 acres are <br />recognized as having importanace as storm water ponding <br />basins, but the DNR does not presently require permits for <br />alteration of these areas. <br /> <br />In Ramsey, there is an abundance of wetlands, some found <br />along the edges of the streams and ri~ers and the others in <br />upland depressional areas. The wetlands are not concentrated <br />in one area, but rather scattered throughout the community. <br />Ail wetlands of 2.5 acres or more have been mapped by the <br />DNR. This map shall be the City's official wetland map for <br />regulatory purposes. <br /> <br />Definitions <br /> <br />For the purposes of this section, the following words and phrases <br />shall have the meanings respectively ascribed to them as follows: <br /> <br />Clea~ Cutting. The complete removal of all trees and brush. <br /> <br />Crown Cover. The ratio between the amount of land shaded by <br />the vertical protection'of the branches.and foliage area of <br />standing trees to the total area of la~d, usua%ly expressed <br />as percentage. ~ <br /> <br />Development. The construction, installation or alteration of <br />any structure, the extraction, grading or filling, clearing <br />or other alteration of terrestrial or aquatic vegetation, <br />land or the course current or cross section of any water body <br />or water course or the division of land into two or more <br />parcels. <br /> <br /> <br />
