Mr. Schnelle pointed out that he feels there are bound to.be some costs to the City for this park, that there are no formal drawings or plans for this park that can be obtained at City Hall and that a copy of Waste Manage~ent's liability insurance should be filed with City Hall. Mr. Cox pointed out that he is not bonding himself to see this project through to the end, but that he wants to do everything in his ability to put the project together. Council consensus is to allow development of this park to p~oceed, that the roads can be graded to facilitate development of the park and that Waste Management provide the City of Ramsey with a copy of their liability insurance. MISCELLANEOUS Mr. Cox stated that the residents to the south of the proposed Rum River Bridge Crossing are concerned about buffer area and if trees are going to be the buffer they should be plante~ now. Mr. Cox also requested that Council move along on their letter to ~enator Boschwitz's aid stating Ramsey's support of the Rum River Bridge C~ossing, that it would help in obtaining discretionary funds. Case %2: Granting Of Variance In ..Regards To Paragraph 170.0310C Entitled ."Re~ording" Of The City Code: Mr. Schnelle stated that the City started granting v~riances to this policy when times were tough .and it isn't fair to those who comply completely. Council consensus is that variances to Meadowbrook Estates, Hy-10 Ramsey and Ramsey Commons expires soon and that Council will have to be ~pproached for an extension and at that time Council can determine the intentions of these 3 plats. Case %3: %~dministerin~ Of..The Site. And Design Plan Ordinance: Mr. Schnelle stated that enforcement of this ordinance is a problem because we are enforcing it on those who do good planning and those who do poor planning walk around this ordinance. Councilmembers Reimann and Schlueter are in favor of enforcing the ordinance and not deleting it. ~ Councilmember Sorteberg stated that the ordinance sounds picky, that some cities offer all kinds of incentives for prospective businesses and Ramsey says they can build within the City if they plant a tree. Mayor Gamec questionned why ~business should improve their property, that it only increases their taxes. Mr.-Schnelle stated that the problem is with those persons who approach council during'Citizen input with no plans in hand and Council approves with contingency of staff approval. Councilmember Re~m~_nn stated that Staff should act as filtering process and inform these people that Council can be approached during citizen input but council will not take action unless a complete set of plans are provided.
