PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council was held on Tuesday, August 23, <br />1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember A1 Sorteberg <br />Councilmember Sue Van Wagner <br />Councilmember Gary Reimann <br />Councilmember Jean Schlueter <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Building Official Clayton Berg <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br />Reporter Carolyn Thompson <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular Council meeting to order at 7:38 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Michael Sivula - 12001 Duke Drive - Blaine - Stated that he will be building <br />a home in Ramsey, has to vacate his present address in two weeks and would <br />like permission from Council to move in a mobile home on his Ramsey property <br />to live in while the house is being built. <br /> <br />Council placed Mr. Sivula on the Council Agenda as Case $11 of New Business. <br /> <br />Mr. James Martin - 3740 Union Terrace Lane - Plymouth - Stated that he owns <br />100 acres in Ramsey at T~aprock and Hwy. 10. He noted that the' assessment <br />ordinance requires a developer to provide a 100% letter of credit and prohibits <br />bonding. <br /> <br />Council-informed Mr. Martin that amendments to the ordinance have been recommended <br />and will be on the Council agenda tonight as Case #4 of Council Old Business. <br />Mr. Martin was provided with a copy of the proposed amendments for review and <br />was told he would be allowed further input regarding this issue when Case $4 <br />is discussed. <br /> <br />Roger Buchanan - 15230 Kangaroo - Stated that the recommended amendments to <br />the assessment ordinance are major changes and warrant another ~ubli~c hearing; <br />that a good ordinance was adopted through public hearings and now Council is <br />going to make major changes to that ordinance with no public hearings being <br />conducted. <br /> <br />Mayor Gamec stated that Council will make a decision regarding the amendments <br />to the assessment ordinance keeping in mind input received at past public <br />hearings and noted that hobody has requested a public hearing be conducted <br />regarding the amendments to the ordinance. <br /> <br /> <br />
