Rules Committee - Chairman Heitman, Commissioners Greenber~ and Lichter: Chairman Greenberg suggested that the Chairman of the Charter Commission call for amendments and approval to the meeting agenda prior to the actual Commission business in order to allow any last minute items for discussion to be placed on the agenda. Commission consensus is that Commissioner Greenberg's suggestion is acceptable. Chairman Heitman noted that on each agenda he does include "Introduction Of Other New Business As Required" as the last order of business on the agenda. Chairman Heitman also noted that Commission members should contact him if they have items they want included in the agenda. Commissioner Greenberg inquired as to the procedure that would be utilized regarding the compiling and typing of the proposed charter as it is being written. Commission consensus is to develop a word processing capability, on a voluntary basis, in the compilation and typing of the proposed charter. The Commission then discussed what procedure would be used in the writing of the proposed charter and the consensus was to proceed on a chapter-by- chapter basis and that each chapter core would be derived from the example chapters that have been provided to this Commission. OLD BUSINESS None. NEW BUSINESS Discussion And Preparation Of Charter Cha~ter 1 - Name, Boundaries, and General Provisions: The Commission used Mounds View Chapter 1 as a core model for this chapter. B. Discussion And Preparation Of Charter Chapter 2 - Form Of Government: The Commission used Mounds View Chapter 2 as a core model for this chapter. Length discussion ensued regarding 'Boards and Commissions', Section 2.02. It was pointed out that it would be difficult to delegate more authority to Boards and Con~nissions because they are not elected; that Council is elected to represent citizens and the citizens are t~rusting Council to choose their advisors. - Motion by Commissioner Buchanan and seconded by Commissioner Lichter to prepare Ramsey's proposed charter Chapter 2, Section 2.02 utilizing Mounds View's Chapter 2, Section 2.02 as a core model, further to send a copy of that section to all Ramsey commissions and request that these Ramsey cdmmissions provide their input regarding this section to the Charter Commission for discussion at their meeting of September 8, 1983.
