Charter Disadvantage Conm:ittee - Commissioner Titterud: <br /> <br />Commissioner Titterud brought up the subject of Ham Lake not being able <br />to sell cemetery lots until after a certain amount of time has lapsed <br />because of their charter. After some research, Commissioner Titterud <br />has found out that Ham Lake acquired the cemeteries by tax default <br />shortly after the charter was adopted, therefore the cemeteries became <br />City property and had to be dealt with as such. <br /> <br />5. Outside O~nion Committee - Commissioner Bauerkem~er: <br /> <br />No report at this time. <br /> <br />Commissioner Gamec reported that he is still be confronted by persons <br />wanting to know when the Charter Commission is going to conduct their <br />public hearing and that they are s~Ying a public hearing is required <br />according to the Charter Commissio~ format set forth. <br /> <br />Commissioner Sieber replied that a public hearing is not required, that <br />the vote, in effect, is the public hearing. <br /> <br />Commissioner Bauerkemper stated that it is the intention of the Charter <br />Commission to conduct a public hearing after the charter is drafted. <br /> <br />Chairman Heitman concurred with Commission Bauerkemper and stated that <br />the public really can't criticize something until they have something to <br />criticize. <br /> <br />Commissioner Buchanan noted that comments will be taken from the audience <br />at any of the Charter Commission. meetings. <br /> <br />C. Commissioner Lichter: Summar~ Of ~Council And Other City Commission <br /> Meetings: ~ <br /> <br />Commissioner Lichter stated that he and Commissioner Bauerkemper <br />attended council's meeting of July 26, 1983 and that is the meeting <br />in which Commissioner Bauerkemper persuaded Council to lower the <br />Charter Commission budget to $5000. <br /> <br />Commissioner Lichter stated that h~ would contact the chairmans of <br />Park and Recreation, Planning and Zoning and Economic Development <br />to remind them of the September 8, 1983 deadline for providing input <br />to the Charter Commission. <br /> <br />Commissioner Buchanan stated that he attended the August 23, 1983 <br />council meeting and Council has approved major changes to the City <br />Assessment Ordinance.
