Voting Yes: Councilmembers Sorteberg, Reimann, Schlueter
and Van Wagner. Voting No: None. Absent: Mayor Gamec.

Mary Ann Curry was present and stated that any preliminary questions Council
might have could be answered this evening.

Councilmember Schlueter inquired if Curry and Associates could guarantee
that hardware and software will not change.

Mary Ann Curry replied that they could and stated that a development plan
enables a city to define exactly what they are looking for and it gives
the city a much stronger negotiation prospective.

Case #7: Community School's Requested Budget:

Marc Hadley was present at this time and stated that he would like to update
Council with regards to the community school program and it's budget.

Councilmember Reimann stated that the cost for archery instructors is quite
high and inquired as to who picks up that cost.

Mr. Hadley replied that the $1100 figure is split by the cities of Anoka,
coon Rapids, Andover, Champlin and Ramsey and Ramsey's cost is about $95.00.
Approximately 14 children from Ramsey were enrolled in archery.

councilmember Reimann stated that it is going to have to get to a point where
the program is going to have to be completely self-supporting. The School
District is responsible for education through tax dollars and the parents
shuuld be financially responsible for the after-school hours activities.
The community school program is not benefitting a large enough amount of
people in comparison to the amount of money that is being spent. RYAA is
more self-supporting and more people benefit from that program.

Sp C/September 13, 1983
