Box i. ~sseo, minnesola §$$~ u~ (61~) 42~-~181 <br /> <br />civil <br />municipal <br />planning <br />environmental <br />land surveying <br />geotechnics <br /> <br />January 3, 1980 <br /> <br />Mr. Lloyd Schnelle, City Administrator <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Anoka, Minnesota 55303 <br /> <br />Dear Mr. Schnelle: <br /> <br />Some time during the past fall you should have received a letter from the <br />Minnesota Pollution Control Agency announcing Ramsey's eligibility for <br />federal funds for a study of on-site sewage disposal systems in the City. <br /> <br />When the letter was sent out the objective of the program appeared to be <br />duplication of another 201 study that was already under way.. <br /> <br />Within the past two weeks we have. received additional information, however, <br />that merits serious consideration. <br /> <br />This does not duplicate the 201 'study. The purpose of the grant offer is <br />to fund 90 percent of the cost of a study of on-site sewage disposal systems <br />in portions of a community in which more than two thirds of the dwellings were <br />constructed prior to October 18, 1972. <br /> <br />If the study provides adequate documentation of problems and shows that the <br />provision of sanitary sewer services is a cost-effective solution to the prob- <br />lems, the City would become eligible for federal and state funding of 90 per- <br />cent of the cost of the sewage collection system including laterals. <br /> <br />The same grant eligibility is available if sanitary sewer service is not found <br />to be cost-effective, in which case the grant would apply to reconstruction of <br />the on-site systems. <br /> <br />The amount of grant funding allocated to Ramsey for the initial- Study is <br />$15,oo0. <br /> <br />It is our feeling that the only portion of Ramsey that merits study at this <br />time is the Urban Planning Area, udless~the Council is aware of other problem <br /> <br />keilh caswell jr. tJ darrell schneider ~J richard sha <br /> <br /> <br />
