PLANNING & ZONING

FROM: CITY ADMINISTRATOR LLOYD SCHNELLE

DATE: JANUARY 7, 1980

SUBJECT: DONALD VOLNER REQUEST FOR CONDITIONAL USE PERMIT TO CONSTRUCT
A GREENHOUSE IN A R-1 RESIDENTIAL DISTRICT
(City Code Reference - 170.016)

Address of property involved: 8121 154th Avenue N.W.
Legal Description: Lot 4, Block 13, Whispering Pines Estates

This applicant has paid the $50.00 fee for Conditional Use Permit
Hearing. The public hearing notice was published 12/28/79 in the
Anoka County Union. Mailed notices have been sent to adjacent
property owners within 350 feet of the ~roperty, December 26, 1979.

Mr. & Mrs. Volner are in the process of purchasing this property
and it is apparently contingent on this conditional use permit
being granted. ..

The nature of the request is to construct a 100' X 24' greenhouse
with 2" X 4" pole construction, six feet high side walls, eight foot
pitch, to be covered inside and out with clear plastic, approximately
10 inches of styrofoam insulation in the side walls, a corrogated clear
'plastic fiberglas roof, and heated about 1/3 of the winter with natural
gas.

This is to be used mainly as a hobby, however, they do intend to sell
plants at "plant parties" and there will be very few people coming to
the residence to purchase plants.

STAFF RECOMMENDATION:

The recommendation is not to grant this conditional use because of
concern that it is quite a large greenhouse and could be hard to control
and become a blight to She neighborhood. If this is approved, it will
need very. strict regulations to govern the activity.

'See draft of agreement attached.
