following the five-year term; and/or whether to apply the agreement for a lesser period than the <br /> five years. <br /> Commissioner Bendtsen questioned if the amount identified would be sufficient to repair the <br /> roads for the next five years. <br /> City Engineer Westby noted that this plan would identify the most damaged roads first, with a <br /> rating of three or less. <br /> Commissioner Bendtsen questioned if one year of the agreement would provide a sufficient <br /> amount to get the City on track to budget for the remaining road maintenance aspects. <br /> City Engineer Westby stated that once roads are reconstructed to today's standards with the <br /> appropriate subgrade the lifespan should be 60 years. <br /> Chairperson Field stated that he cannot believe that this aspect has not been incorporated into the <br /> City's budget as the funds for one year will only fund the reconstruction of eight miles of road. <br /> Commissioner Deemer noted that along with reconstruction, the roads need maintenance, such as <br /> crack sealing and seal coating, would receive that maintenance as well to prevent those roadways <br /> from needing reconstruction. <br /> Commissioner Zaetsch questioned if the Charter Commission is attempting to micromanage the <br /> policy setting body of officials that were elected into office. He stated that he would be in favor <br /> of the five-year period, noting that if the Council does not need the full term that would be fine, <br /> and the Niska amendment could be enacted after the five year period expires. <br /> 6. COMMISSION/STAFF INPUT <br /> There was none. <br /> 7. ADJOURNMENT <br /> Motion by Commissioner Sivertson, seconded by Commissioner Deemer, to adjourn the <br /> meeting. <br /> Motion carried.
