Commissioner Bendtsen questioned if the amount identified would be sufficient to repair the roads for the next five years. City Engineer Westby noted that this plan would identify the most damaged roads first, with a rating of three or less. Commissioner Bendtsen questioned if one year of the agreement would provide a sufficient amount to get the City on track to budget for the remaining road maintenance aspects. City Engineer Westby stated that once roads are reconstructed to today's standards with the appropriate subgrade the lifespan should be 60 years. Chairperson Field stated that he cannot believe that this aspect has not been incorporated into the City's budget as the funds for one year will only fund the reconstruction of eight miles of road. Commissioner Deemer noted that along with reconstruction, the roads need maintenance, such as crack sealing and seal coating, would receive that maintenance as well to prevent those roadways from needing reconstruction. Commissioner Zaetsch questioned if the Charter Commission is attempting to micromanage the policy setting body of officials that were elected into office. He stated that he would be in favor of the five-year period, noting that if the Council does not need the full term that would be fine, and the Niska amendment could be enacted after the five year period expires. 6.
